Type of contract

Fixed term contract, 6 months – renewable. Availability from 1 March 2026.

Requirements

At least 5 years of experience in HR Manager, HR Business Partner or HR Plant roles in structured and complex environments.

Main duties and responsibilities

  • Collaborate with Project Coordination Team engaging in high-level discussions.
  • Responsible for Workforce Planning for different projects in the country to ensure staffing aligns with short- and medium-term goals.
  • Ensure proper application of HR policies and procedures (hiring, compensation, management, training, and development) in line with the annual strategic plan.
  • Provide the HR FOD Department (HQ) with any information that may require policy exceptions for project-specific needs.
  • Facilitate constant and effective communication between stakeholders to raise professional standards and HR development.
  • Supervise personnel administration and payroll activities.
  • Conduct periodic market analysis to assess emergency's pay and benefits competitiveness.
  • Process labour costs for budget preparation.
  • Suggest corrective action to the salary policy/compensation package to attract and retain needed talent.
  • Supervise search and selection, maintain relations with labour authorities for employment contracts.
  • Ensure new resource placements have adequate onboarding, act as local reference for international resources on mission.
  • Play an active role in supporting HQ in the search for new international profiles, promote referral programme, and handle referrals consistently.
  • Provide specialised support to Department Heads in staff planning, performance evaluation, and training.
  • Promote career paths, advise Project Coordinators and Department Heads, support performance evaluation processes.
  • Coordinate and supervise promotions ensuring proper policy application.
  • Manage succession planning activities.
  • Day-to-day management of personnel on site, ensure compliance with legal requirements.
  • Manage personnel document archive, compile reports and statistics.
  • Draft and periodically update the HR Handbook in collaboration with HR FOD.
  • Assist Compliance Officer in managing compliance mechanisms and investigations.
  • Promote employee wellness, inclusion, diversity and resolve internal conflicts.

Specific requirements

  • Experience in HR Management, Assessment and Development (>=5 years) in HR Business Partner/Plant roles in structured and complex realities.
  • Experience in labour relationships, updating regulations, managing communications, contractual issues, disciplinary proceedings and litigation management.
  • Knowledge of Compensation & Benefits processes.
  • Motivation to work in the humanitarian field and share EMERGENCY's values and mission.
  • Excellent communication and interpersonal skills, ability to interact across organization levels.
  • Ability to lead and support key project roles in people management & development.
  • Analytical and organizational skills.
  • Ability to work under pressure and sustain intense work pace.
  • Fluent English (minimum level C1).
  • Excellent knowledge of Excel.

Availability required

6 months abroad including a paid leave period to be taken at the end of the assignment in agreement with the Project Coordinator.
