Position Overview

Job Title: Transportation Specialist (Levels I–IV)

Department: Traffic Operations Department, San Angelo District

Location: 4502 KNICKERBOCKER ROAD, San Angelo, TX 76904

Work Schedule: Mon – Fri 8:00 a.m.–5:00 p.m.

Job Summary

Provides technical expertise and coordination for transportation programs involving design, construction, and maintenance of highways, bridges, and traffic operations. Work requires collaboration with governmental officials, consultants, contractors, and private entities.

Essential Duties by Level

Transportation Specialist I:

  • Assist with project design including calculations, sketches, plans, layouts, and typical sections.
  • Represent the Department at meetings.
  • Review and revise plans, specifications, estimates, and designs for traffic control devices, signals, signs, markings, detours, traffic control plans, roadway illumination, traffic management systems, or ITS.
  • Perform other assignments as directed.

Transportation Specialist II:

  • Coordinate traffic studies, analyze traffic data, determine needs, and prepare plan layouts for traffic projects.
  • Implement traffic control procedures and safety precautions at construction sites to prevent congestion and accidents.
  • Investigate and respond to public complaints on traffic signals, signs, railroad crossings, pavement markings, traffic management systems, or other traffic-related items.

Transportation Specialist III:

  • Assist in overseeing and monitoring community traffic safety programs and the District Highway Safety Plan.
  • Assist in overseeing traffic management programs involving technical employees engaged in developing, installing, testing, programming, and repairing electrical/electronic devices/systems.
  • Provide technical expertise and oversight/coordination of transportation programs in a district or division, including traffic operations.

Transportation Specialist IV:

  • Coordinate engineering field staff activities and provide high-level technical assistance in resolving construction problems.
  • Perform complex data collection, evaluation, analysis, studies, inspections, forecasting, and plan development.

Minimum Qualifications

Education: Bachelor’s Degree in a related discipline. Relevant experience may be substituted at a 1:1 rate, up to the degree level.

Experience:

  • Transportation Specialist I: 2 years of transportation design, construction, traffic operations, maintenance, or bridge inspection experience.
  • Transportation Specialist II: 4 years of the same experience.
  • Transportation Specialist III: 5 years of the same experience.
  • Transportation Specialist IV: 5 years of the same experience.

Licenses & Certifications

Valid driver’s license. Position requires driving a state vehicle.

Competencies

  • Traffic operations engineering principles and application of engineering theory.
  • Construction, operation, and maintenance of traffic control devices.
  • Traffic management systems operations.
  • Inspection methods, procedures, and techniques.
  • Intelligent transportation and traffic management systems.
  • Traffic flow principles and procedures.
  • Texas Manual on Uniform Traffic Control Devices.
  • Relationship of traffic control equipment to traffic management systems.
  • Digital data communications and CCTV systems.
  • Use of computers, applicable programs, applications, and systems.

Physical Requirements

  • Exposure to weather and environmental conditions.
  • Noise and vibration.
  • Hazards including moving vehicles, mechanical parts, high places, heat, or chemicals.
  • Requirement to wear protective gear such as respirator, hard hat, or other devices.
  • Light lifting up to 20 lbs at a time; frequently move objects up to 10 lbs.
  • Stooping and bending at the waist.
  • Visual acuity for inspection of small defects.

Conditions of Employment

  • Pre‑employment physical assessment required.
  • Drug test required; random testing may occur. Medical marijuana is not accepted per 49 CFR Part 40.
  • Work required on weekends and holidays; non‑standard hours may be necessary.
  • Personal protective equipment must be worn.

TxDOT’s San Angelo District seeks a Transportation Specialist to oversee plans, specifications, and estimates for traffic and highway safety construction projects. Opportunities exist to manage construction phases of traffic projects.

  • Transportation Specialist I: B19 $48,244–$76,028 yearly
  • Transportation Specialist II: B20 $51,158–$81,351 yearly
  • Transportation Specialist III: B21 $54,278–$87,046 yearly
  • Transportation Specialist IV: B22 $57,614–$93,138 yearly
