Responsible for lead and manage the MPD Technical and Engineering section and function in all technical aspects of major projects by ensuring that all projects align with organisational strategy within agreed standards, financial targets and deliver appropriate best practices. The role provides technical governance, drive innovation and ensure operational excellence across the project portfolio.

About the role:

Establish technical and engineering strategy aligned with the organization’s overall business goals with a focus on environment, sustainability, value and excellence.

Foster a culture of innovation and continuous improvement by identifying and delivering key Engineering projects that will benefit the business, MPD and Stakeholders.

Assure Major Projects align with the Airport Master Plan, Development Plan and Capital Investment Programme to ensure the future growth of the business.

Ensure that project engineering support and align with organizational strategy by overseeing processes from initiation to commissioning and handover in cooperation with other MPD Sections.

Oversee the design, development and implementation of the technical and engineering solutions for major projects by using best practice methods, systems and standards.

Lead in the development and analysis of Engineering business cases with Stakeholders by incorporating Finance using best practice methodologies and governance.

Drive the adoption of new technologies to improve efficiency and productivity with in the technical and engineering function/section.

Lead and manage technical and engineering projects and ensure timely delivery and budget adherence.

Identifies and delivers key strategic systems support in coordination with other MPD sections and QR / MATAR departments to ensure projects have up-to-date and fit‑for‑purpose technology.

Ensure engineering systems and tools support effective project delivery and governance for all major projects.

Lead, direct and govern technical inputs to the portfolio, programme and project management of MPD using best practice methods, systems and standards and provide support and assistance to QR Group companies and departments.

Ensure that all projects comply with applicable relevant industry regulations, standards and safety guidelines.

Responsible for the tracking and measuring of performance of Consultants, PM/CMs and Contractors to ensure successful scheduling and completion of projects.

Responsible for the reviewing of drafting project documents such as letters, plans, reports, diagrams, process maps, etc.

Identify and mitigate potential risks to the project technical infrastructure and operations by liaising with Stakeholders to identify gaps and opportunities in and between organizations in order to initiate process development and change management projects.

Ensure appliance of engineering best practices, techniques and standards are used throughout the entire project life cycle by measuring project performance, identifying areas for improvement by performing risk management to ensure the minimize of potential risks and implementing Safety Management Plans to achieve Zero Accidents.

Build and maintain strong relationships within the organization and external partners/stakeholders for the benefit of the business to ensure projects are executed in a mutually beneficial manner.

Stay informed about industry trends and best practices representing the airport when appropriate in strategic matters.

Chair regular stakeholder meetings to communicate technical and engineering objectives and make adjustments to projects based on constraints and performance analysis adapting to operational needs when appropriate.

Optimize resource allocation to maximize efficiency and minimize costs to ensure that appropriate technical support is provided to the programme of projects and is delivered within time, budget and scope as far as practicable.

Advise on and participate in recruitment for the Technical and Engineering Section to ensure adequate skills spread among available resources.

Input to MPD budget for investment in technology and resource training to ensure Technical and Engineering Section is equipped to function at the level required of the project pipeline.

Manage the relationship with relevant Stakeholders to ensure team collaboration.

Establish a high‑performing team of Technical Professional by providing mentorship, coaching and training to drive individual and team performance.

Delegating project tasks to employees in the Technical and Engineering Section based on individual strengths, skills sets and experience levels and coordinating internal resources for the execution of engineering works.

Perform other department duties related to his/her position as directed by the Head of the Department.

About you:

• Bachelor’s Degree or Equivalent with Minimum 10+ years of job-related experience.
• Recognized degree in Engineering (Civil, Mechanical, Electrical or related discipline).
• Registered as a Chartered Engineer or equivalent.
• Minimum 20 years of formal engineering training/experience in large/complex projects.
• Minimum 10 years professional experience in large international airport (>20 MAP) projects. (Experience in operational airport environment preferred).
• Minimum 10 years site experience.
• 7-10 in Senior Management roles leading multi-disciplinary engineering teams.
• Good knowledge of engineering design, planning, detailing's, materials, systems, trade practices and building construction is required with a specialist in Structural and/or Airfield Engineering.
• Well versed with all relevant engineering governance, assurance, regulations, statutory and requirements.
• Proven experience in budget, risk and performance accountability.
