Plan, manage, coordinate and monitor HSE and security activities for subsea pipeline repair projects, ensuring compliance with approved plans and applicable HSE policies throughout onshore and offshore EPCI phases. Provide expert HSE guidance to maintain a safe working environment and eliminate unacceptable safety risks.
Key Responsibilities:
- Ensure compliance with project HSE systems, procedures, plans and regulatory requirements.
- Review EPCI deliverables and HSE studies; support HSE plan and procedure development.
- Participate in HAZID, HAZOP, DRA, risk assessments and design/HSE reviews.
- Monitor contractor HSE performance during construction, installation, hook-up and pre-commissioning.
- Conduct inspections, PTW reviews, audits and verification of safety controls and corrective actions.
- Lead safety awareness, toolbox talks, behavioural safety and Life Saving Rules implementation.
- Manage HSE risk, training, emergency response, occupational health and incident investigation programs.
- Monitor HSE KPIs, trends, competency, staffing and compliance; report performance and deficiencies.
- Support offshore/subsea operations, marine activities, DSV operations and emergency preparedness.
- Promote proactive safety culture and identify best practices, improvements and resource requirements.
- Maintain effective HSE interfaces with project, operations, contractors and subcontractors.
- Ensure timely closure of HSE actions, lessons learned and identified safety issues.
Qualifications:
- Bachelor’s in Safety/Marine/Engineering + NEBOSH Diploma or higher.
- 10 years’ Oil & Gas HSE experience, including offshore/subsea/diving.
- 5 years’ HSE supervisory experience on EPCI projects.
- Knowledge of OSHA, ISO, SOLAS, IMCA and IOGP requirements.
- TapRooT® or equivalent RCA certification.
- BOSIET/T-HUET and Offshore Sea Survival.
- Knowledge of offshore lifting, H2S and live-facility requirements.
- Behaviour-Based/IIF safety program experience.
Skills and Competencies
- Proficient in written and spoken English.
- Proficient in MS Word, Excel, Outlook and databases.
- Effective communication with internal and external stakeholders.
- Adaptable to multinational, multicultural environments.
