Job summary

NTU International is seeking a senior expert for the EU-funded project “Technical Assistance to the Syrian Ministry of Health – Strengthening Institutional Capacity and Governance.” The Key Expert – National Health Planning and Policy Advisor will provide strategic guidance on planning, budgeting, and policy development in health sector governance. English fluency is mandatory; Arabic is a strong asset.

Qualifications

Master’s degree in Health Policy or related field (Health Policy, Public Health, Public Administration, Economics).
8+ years of professional experience in health sector planning, policy development, or donor coordination.

Responsibilities

Strong command of strategic planning and financial budgeting methodologies in the health sector.
Experience designing results-based monitoring and evaluation frameworks.
Knowledge of health policy analysis and health system financing.
Experience facilitating donor and development partner coordination processes.
Experience designing and delivering planning-related capacity-building activities.
Excellent written and spoken English (mandatory); Arabic knowledge is a strong asset.
