Norconsult Telematics is seeking a Senior Project Manager - Technical Facilities to lead Owner's Engineer oversight of CME/MEP works across data center sites, from site acquisition to handover. Qualifications

• Bachelor's degree in Civil, Mechanical or Electrical Engineering or related field.
• 8–10 years of PM experience in construction or technical facility delivery, incl. data centers or MEP-intensive projects.
• PMP certification and strong communication in English; Arabic preferred for liaison.

Responsibilities

• Lead NT's CME and MEP delivery oversight across multiple mission-critical sites.
• Direct CME Site Managers and Project Managers; resolve cross-site conflicts over resources.
• Maintain baseline Project Implementation Plan and monitor sites through to handover.
• Review and challenge EPC contractor CME scope, schedules, and method statements.
• Review EPC payments, variations, and maintain cost and capex reporting.
• Maintain risk register and escalation of high-rated risks.
• Oversee commissioning from L1 to L5; verify QA/QC snagging and punch list closure.
• Ensure delivery aligns with uptime targets (Tier III/IV) per site.
• Monitor HSE compliance and local permitting timelines (Syrian market context).
• Coordinate interfaces with design, IT, and facility certification teams for handover.
• Prepare progress, cost, and risk reports for Program Manager and stakeholders.
