Job summary

Talent Leaders Inc. is seeking a Senior Finance Manager in Qatar to lead the entire finance function from COA to final accounts, including budgeting, funding and reporting to oversight authorities. You will oversee a sizeable team across GL, payables, receivables, treasury and payroll.

Native-level Arabic is required, with excellent English, IFRS/IPSAS knowledge, and strong ERP experience (Oracle or SAP). The role reports to executive management and involves high-level financial governance.

Qualifications

• Bachelor's degree in Accounting or Finance or equivalent.
• Professional qualifications such as CPA, CMA or ACCA are preferred.
• 15+ years of progressive finance experience with senior leadership exposure.

Responsibilities

• Own the chart of accounts and end-to-end accounting cycle including month/year-end close.
• Prepare annual budgets, submissions, and monitor allocations and executions.
• Manage relations with external oversight and funding authorities on budgets and reporting.
• Ensure compliance with financial regulations, procurement and authority delegations.
• Coordinate with auditors, regulators, and internal audit on findings.
• Oversee revenue and its treatment alongside budget allocations.
• Lead treasury, cash flow forecasting and funding requirements.
• Produce management reporting, analytics and KPIs for the board.
• Lead a sizeable finance team across GL, payables, receivables, treasury, payroll, budgeting and reporting.

About our client
Our client is a well-established organisation in Qatar. Talent Leaders is managing this search on a confidential basis, and the client's name will be shared with shortlisted candidates at interview stage.
The role
You will lead the complete finance function, from the chart of accounts through to the finalisation of accounts, including budgeting, funding and formal reporting to oversight authorities. The role reports to executive management and leads a team covering all finance sub-functions.
Key responsibilities

• Own the chart of accounts and the full accounting cycle, including month-end close, year-end close and finalisation of the annual financial statements.
• Prepare the annual budget and budget submissions, and manage allocations, transfers and budget execution reporting.
• Manage the finance relationship with external oversight and funding authorities on budgets, funding, disbursements and periodic financial reporting.
• Ensure compliance with applicable financial regulations, procurement and payment rules, and the organisation's delegation of authority.
• Coordinate with external auditors, regulatory auditors and internal audit, and close out audit observations.
• Oversee self-generated revenue and its treatment alongside budget allocations.
• Lead treasury and cash flow management, including forecasting and funding requirements.
• Produce management reporting, financial analysis and KPIs for executive management and the board.
• Lead, develop and organise a sizeable team across general ledger, payables, receivables, treasury, payroll, budgeting and reporting.
• Maintain financial policies, procedures and internal controls, and drive improvements in the ERP and finance processes.

Requirements

• Bachelor's degree in Accounting or Finance. A recognised professional qualification such as CPA, CMA or ACCA.
• 15 or more years of progressive finance experience.
• At least 5 years at senior manager level or above, owning the full cycle from chart of accounts to finalisation of accounts.
• Direct experience of budget submissions, funding requests and formal financial reporting to a Ministry of Finance or an equivalent oversight authority.
• Experience of financial governance, approvals and reporting lines where an organisation reports to a parent or oversight body.
• Has managed a sizeable finance team covering all finance sub-functions.
• Strong command of IFRS and/or IPSAS, budgetary control and audit.
• Native-level Arabic, written and spoken, including formal financial correspondence and reporting in Arabic. Excellent written and spoken English.
• Experience with a major ERP system such as Oracle or SAP.
