Qualifications

  • 15+ years of practical experience in commercial, contracts, claims and financial management of large-scale infrastructure and building programmes.

  • Excellent communication skills in English, written and spoken.
  • Chartered, licensed or professional certification in Quantity Surveying.
  • Working experience in Qatar and/or Gulf region, preferably client-side.

We are seeking a Senior Contracts Expert in Doha, Qatar to take management, oversight, and full accountability of commercial and financial activities — procurement, cost, budgets, contracts, claims, and agreements with key partners — across a major infrastructure programme portfolio. The role works with the Contracts Advisor to ensure consistency and best practice across departments, and advises senior management on contract management as affected by laws, regulations, and industry trends.

General Description

Works with the Contracts Advisor in ensuring consistency and best practice ways of working to maximise value and minimise risk and cost across the programme portfolio and departments to achieve continuous improvement.

Management, oversight, and full accountability of commercial and financial activities (procurement, cost, budgets, contracts, claims, managing agreements with key partners) for all projects under the programme portfolio.

Provides advice, strategy, information, and instruction to senior management with respect to contract management as it is affected by laws, regulations, administrative agencies and industry trends.

Ensures achievement of and compliance with procurement and contractual targets in the best interest of the Authority during all stages of the programme portfolio, including commercial close-out.

Job Responsibilities

Administers the procurement process including advance review of construction plans and specifications, assistance in preparation of tenders, coordinating and scheduling pre-tender and post-tender clarification meetings, amendment preparation and contract negotiations for approval.

Develops and implements procedures for contract management and administration in compliance with the Authority’s policy.

Develops a pragmatic commercial approach based on contractual analysis of the programme portfolio, protecting the Authority’s interests toward customers and partners on a daily basis.

Monitors customer and partner requests for variations, change orders and extensions of time; drives transactional closure including registers, commercial offers, and associated contractual letters for the Authority’s approval.

Provides guidance and leadership to develop, implement, and drive proactive contract and claim management and risk mitigation strategies, including extensions of time, variation orders and contract amendments.

Administration, review and settlement of claims, resolution of disputes and contract change negotiations.

Provides, on management demand, reliable and understandable contractual and commercial analysis of the programme portfolio.

Works closely with the programme Director, Senior Advisors, Project Controllers, Planning Managers and Engineering Managers to identify and mitigate risks and to identify, maximise, and leverage claim opportunities.

Anticipates events and risks associated with contract management activities and proposes proactive alternative solutions.

Ensures provision of all cost and commercial information required (reporting, cashflows, forecasts).

Supports resolution of commercial issues; develops and implements commercial strategies to avoid litigation and claims.

Undertakes regular reviews of service provider performance to capture relevant information for future prequalification and RFP processes.

Escalates contractual deviations to the legal department and closely follows up resulting legal actions.

Ensures all contracts are delivered in accordance with the intent of the contract, risks are identified and performance effectively managed.

Assists in discussions and negotiations with service providers to assess their technical competence and effectiveness.

Undertakes evaluations of procurement and packaging strategies and provides feedback to ensure alignment with objectives and the financial model.

Prepares and delivers commercial presentations to senior management, summarising cost studies at an executive level.

Undertakes technical and commercial evaluation of proposals on request.

Trains, develops, and shares knowledge and expertise with the commercial and lead team, promoting collaboration.

Develops procedures and guidelines for commercial and contractual matters.

Mandatory Requirements

University degree in a relevant field such as Civil Engineering, Quantity Surveying, Commercial Management, Construction Management, or equivalent, obtained from universities identified in the World Higher Education Database (WHED) published by the International Association of Universities.

More than 15 years of practical and relevant experience since qualification, with a minimum of 7 years’ demonstrable experience in commercial, contracts, claims and financial management of large-scale infrastructure and building programmes.

Minimum of 7 years of experience working in North America, Western Europe, UK, Australia, New Zealand or an equivalent developed country, or the GCC.

Minimum 7 years of experience in roles similar to the proposed role.

5 years’ experience working within the PMO or Commercial Department of government organisations within the GCC.

Knowledge and proficiency in MS Office applications.

Excellent communication skills in English, written and spoken.

Master’s degree in a relevant field.

Chartership, licence or professional certification from internationally recognised professional institutions in the field of Quantity Surveying.

Working experience in Qatar and/or the Gulf region, preferably client-side.

Strong commercial and financial acumen and comprehensive knowledge of industry-standard procedures and practices.

Chartered, licensed or professional certification in the legal or dispute-resolution fields (e.g. MCIArb).

Grade A QS certification from the Qatar Ministry of Municipality (MMUP/UPDA).
