Overview

Safety Officer Doha, Qatar

We are looking to hire a Safety Officer for a national oil and gas operator in Doha, Qatar. Fluency in English is a must.

Responsibilities
  • Provide, with full responsibility and accountability, a technical service to the Corporation in the areas of Health and Safety during definition, detailed design and execution stages to ensure contractor(s) compliance with established HSE policies, procedures and regulations.
  • Ensure adherence by QP and contractor personnel to HSE policies, procedures and regulations with respect to active/passive fire safety systems, special protection systems, life safety and fire risk assessment, safety studies/reviews, security systems, emergency response programs, emergency lighting and communication systems, etc.
  • Monitor related activities within project sites; conduct daily inspections to ensure work is in line with approved Job Safety Analysis (JSA), risk assessments, method statements, and permit-to-work system.
  • Identify and implement risk reduction measures in all areas and phases of construction.
  • Review method statements, JSAs, safety certifications and other related documents submitted by contractors/project consultants; highlight and report lapses to the immediate Supervisor as needed.
  • Support Sr. HSE Engineer in implementing Project HSE performance monitoring, objectives and initiatives, and related procedures, guidelines, standards and policies to ensure activities are conducted safely and in compliance with DT HSE and Corporate requirements.
  • Monitor compliance with HSE legal requirements, regulatory bodies, national laws and regulations, and Qatar-ratified international conventions and protocols within project activities.
  • Maintain records of the Project HSE risk register for proper recording, monitoring and close-out of HSE risks throughout the project duration.
  • Review contractor HSE documentation (HSE Plan, HSE procedures and other requirements) to ensure contractor compliance with HSE requirements.
  • Review contractor Safety Officers’ CVs and competence assessment tests/personal interviews prior to mobilization to ensure compliance with Corporate HSE Regulations for contractors.
  • Carry out incident investigations and reporting, including implementation of close-out actions, to ensure compliance with the corporate Incident Management procedure.
  • Conduct site safety meetings and HSE awareness activities among QP project staff and contractors.
  • Conduct safety audits on the project involving all parties and advise corrective actions; follow up on actions to ensure proper implementation.
Requirements
  • HNC or equivalent in engineering discipline; Associate member of a recognized safety institution.
  • Minimum 12 years’ experience in operational safety, preferably in Oil, Gas & Petrochemical Industry, specifically infrastructure/construction projects, with thorough knowledge of safety regulations, standards and procedures.
  • Competent in the use of PC software including MS Word, Excel, Access, PowerPoint and related tools.
  • Experience in the Arabian Gulf is desirable.
