Job summary

Confidential Company in Doha, Qatar, seeks a Senior Resident Engineer to lead the site supervision team for large-scale road projects. You will ensure works comply with drawings, specifications, QCS, QHDM, and Ashghal standards while coordinating approvals with authorities.

You will administer contracts, manage claims and variations, and drive progress reporting, inspection, testing, and commissioning activities to handover. A strong background in QA/QC and HSE is essential.

Qualifications

• Bachelor's degree in Civil Engineering or Master's in Highway/Transportation/Construction Management.
• Minimum 20 total years in road and infrastructure construction.
• Minimum 5 years as Resident Engineer or Senior Resident Engineer on major road projects.
• Eligible for engineering registration in Qatar; registered with Ministry of Municipality.
• ASHGHAL-approved Resident Engineer experience.

Responsibilities

• Direct site supervision for road works including earthworks, paving, drainage and lighting.
• Administer FIDIC-based contracts; review variations and contractor claims.
• Develop and monitor project programmes; chair progress meetings and produce reports.
• Lead QA/QC with non-conformance tracking and close-out inspections.
• Ensure HSE compliance with Qatar regulations and Ashghal standards.
• Coordinate road closures, permits, and utility approvals with authorities.
• Lead and develop the site supervision team; ensure competence and conduct standards.
• Oversee as-built drawings, O&M documentation, and final account.
• Manage stakeholder interfaces with client, designers, and subconsultants.

Job description

Key Duties and Responsibilities

1. Site Supervision and Technical ControlLead and direct the full site supervision team for all road works including earthworks subgrade sub base base course asphalt paving concrete pavements kerbs road markings signage street lighting and drainage Ensure all works are executed in accordance with the approved drawings contract specifications Qatar Construction Specifications QCS current edition Qatar Highway Design Manual QHDM and Ashghal standards Review and approve Contractor method statements shop drawings inspection and test plans and material submittals Approve inspection requests and oversee testing of materials and completed works including compaction asphalt mix designs and laboratory results Oversee associated works such as utility diversions and protection Kahramaa Ooredoo drainage irrigation retaining structures culverts and minor bridge or underpass elements
2. Contract AdministrationAdminister the construction contract typically FIDIC based or Ashghal conditions of contract within the authority delegated by the Employer or Engineer Issue site instructions review variations and assess Contractor claims and extension of time requests with full supporting documentation Verify measured quantities and certify interim payment applications Maintain complete auditable project records correspondence and site diaries
3. Planning Progress and ReportingReview and monitor the Contractor s baseline and updated programmes identifying delays and critical path risks early Chair weekly and monthly progress meetings and issue minutes and action logs Prepare daily weekly and monthly progress reports for the Client covering progress quality HSE risks and cost Recommend mitigation and recovery measures where progress falls behind programme
4. Quality Assurance and Quality ControlEnforce the project quality management plan and ensure Contractor QA QC systems are effective Raise track and close non conformance reports and ensure corrective actions are verified Lead pre handover inspections snagging testing and commissioning and the taking over process
5. Health Safety Environment and Traffic ManagementEnforce HSE compliance in line with Qatar regulations project HSE plans and Ashghal requirements Ensure traffic diversions and temporary traffic management comply with the Qatar Work Zone Traffic Management Guide and are approved by the relevant authorities including the Traffic Department Ensure Contractor compliance with the Ministry of Labour summer working hours restrictions and worker welfare requirements Investigate incidents and ensure corrective and preventive actions are implemented
6. Stakeholder and Authority CoordinationAct as the primary site interface between the Client Contractor designers and subconsultants Coordinate road closure permits No Objection Certificates NOCs and utility approvals with Ashghal Kahramaa Ooredoo the Ministry of Municipality the Ministry of Interior Traffic Department and other service authorities Manage public interface matters including access for residents and businesses affected by the works
7. Team LeadershipLead mentor and evaluate the site supervision team and allocate resources effectively across work fronts Ensure supervision staff are approved by the Client where required and that competence and conduct standards are maintained
8. Project Close OutOversee preparation and approval of as built drawings operation and maintenance documentation and final account Manage the defects notification period and verify defect rectification before final certification

Qualifications

• Eligible for engineering registration in Qatar (Ministry of Municipality, Engineers Registration and Licensing)egistered with the Ministry of Municipality; Chartered or Professional Engineer status (ICE, ASCE, PE, or equivalent)
