Job summary

Kintec Global Recruitment is seeking a QA/QC Engineer (OES) for a contract role based in Qatar, predominantly at Ras Laffan and Doha HQ. The incumbent will lead QA/QC activities across engineering, design, procurement, construction, and installation of new equipment and modification works for both onshore and offshore facilities.

The role requires a bachelor's degree in engineering, 4+ years in QA/QC within oil & gas, and professional certifications in welding, NDT, inspection, or auditing.

Responsibilities

• Coordinate QA/QC Inspectors, contract engineers/inspectors, and NDT Technicians per procedures.
• Conduct metallurgical failure analysis on failed components and provide recommendations.
• Support QA/QC matters related to procurement, including inspection requirements and third-party inspection.
• Review WPS, PQR, and QA/QC reports; suggest alternative testing/inspection methods.
• Participate in startup readiness, FRA, EMOC, and RCFA from a QA/QC perspective.
• Provide input for SOWs for maintenance contracts; participate in technical bid evaluations.
• Coordinate audits on suppliers' and contractors' QMS and follow up on corrective actions.
• Plan inspections and certification of gas cylinders, portable tanks, and lifting equipment.
• Communicate QA/QC policies; assist in updating procedures.
• Support Operations Readiness Plan processes and ensure milestone handover.

Job Purpose

Provide expertise and support for QA/QC implementation within the Operations Expansion Start-Up department, covering quality aspects of engineering, design, procurement, construction, installation of new equipment, and repair or modification of onshore and offshore facilities. Ensure all work aligns with relevant codes, standards, specifications, and company policies and procedures.

Key Responsibilities

• Coordinate the activities of QA/QC Inspectors, contract engineers/inspectors, and NDT Technicians in compliance with procedure requirements.
• Conduct metallurgical failure analysis on failed plant or offshore components to determine causes and provide recommendations.
• Support QA/QC matters related to procurement of materials and equipment, including reviewing purchase requisitions for inspection and certification requirements, technical bid evaluations, appointment of Third-Party Inspection (TPI) inspectors, and inspection of material receipt at the facility.
• Analyze and review all critical repair instructions, including Welding Procedure Specification (WPS), Procedure Qualification Records (PQR), and QA/QC reports, suggesting alternative testing and inspection methods as needed for repairs or modifications.
• Participate in and provide input for startup readiness, lessons learned, Formal Risk Assessment (FRA), Engineering Management of Change (EMOC), and Root Cause Failure Analysis (RCFA) from a QA/QC perspective.
• Provide technical input on Scope of Work (SOW) for maintenance contracts related to repair and modification works, participate in technical bid evaluations, review contractor documents, and ensure compliance with QA/QC requirements.
• Coordinate and perform technical audits on suppliers' and contractors' Quality Management Systems, provide technical evaluations and recommendations, and follow up on observations and corrective actions. Promote quality awareness through training, knowledge sharing, and procedure rollout sessions.
• Plan and ensure timely execution of inspection and certification of gas cylinders, portable tanks, and lifting equipment as per QA/QC section KPIs.
• Communicate understanding of policies and procedures for project and plant QA/QC, such as material receiving inspection and control of welding, and assist in revising or updating these procedures.
• Support Operations Readiness Plan (ORP) processes, follow up on deliverables, meet milestone target dates, and ensure proper handover/completion as per company policy and procedure.
