Qualifications

• Bachelor’s degree or diploma in Engineering, Quantity Surveying, Construction Management, Business or related field.
• 10–15+ years of relevant experience in proposals, estimating, tendering or commercial roles.
• Strong background in scaffolding, painting, insulation, refractory, oil & gas or industrial services.

Responsibilities

• Lead the full tender and proposal process, reviewing scopes, BOQs, drawings and commercial requirements.
• Prepare detailed estimates and pricing for scaffolding, painting, insulation and refractory works.
• Develop cost build-ups covering manpower, materials, equipment, logistics and subcontractor needs.
• Establish competitive pricing while protecting target margins and profitability.
• Develop bid strategies based on project requirements, market conditions and risk.
• Coordinate inputs across operations, engineering, procurement, finance and commercial teams.
• Support pre-bid meetings, site visits, clarifications and commercial negotiations.
• Maintain market intelligence on labour/material costs and competitor positioning.
• Prepare bid-to-budget documentation and ensure handover to operations.

Role Overview:

We are conducting a search on behalf of an established industrial services company in Qatar for an experienced Proposal Manager to lead tendering, estimating and proposal activities across scaffolding, painting, insulation and refractory services.

This is a commercially critical role responsible for managing the complete proposal and tendering process — from initial enquiry and detailed estimating through submission, clarification, negotiation and handover to operations. The focus is on developing competitive, technically sound and profitable proposals while protecting commercial margins.

Key Responsibilities:

• Lead the full tender and proposal process, reviewing scopes, BOQs, drawings, specifications and commercial requirements
• Prepare and manage detailed estimates and pricing for scaffolding, painting, insulation and refractory works
• Develop cost build-ups covering manpower, materials, equipment, logistics, productivity and subcontractor requirements
• Establish competitive pricing while protecting target margins and profitability
• Develop bid strategies based on project requirements, market conditions, competition and commercial risk
• Coordinate proposal inputs across operations, engineering, procurement, finance and commercial teams
• Support pre-bid meetings, site visits, tender clarifications and commercial negotiations
• Maintain market intelligence on labour costs, material pricing, rental rates and competitor positioning
• Prepare bid-to-budget documentation and ensure effective handover of awarded projects to operations
• Maintain strong tender controls, pricing accuracy and commercial compliance

Qualifications & Experience:

• Bachelor’s degree or diploma in Engineering, Quantity Surveying, Construction Management, Business or a related discipline
• 10–15+ years’ relevant experience in proposals, estimating, tendering or commercial functions
• Strong background within scaffolding, painting, insulation, refractory, Oil & Gas, petrochemical or industrial services
• Demonstrated experience preparing competitive and profitable bids
• Qatar/GCC market experience is highly preferred
• Strong understanding of BOQs, specifications, drawings, unit rates, productivity assumptions and cost build-ups
• Experience with both service/application pricing and material supply/rental pricing is highly desirable
• Strong Excel and estimating/pricing-tool capability
• Excellent analytical, negotiation and communication skills with strong attention to detail
