Job summary

Turner & Townsend in Doha, Qatar is seeking Lead Cost Managers with infrastructure and real estate experience to join our Qatar team. You will lead pre- and post-contract QS duties, quantify cost plans, tendering and procurement, and present cost reporting to clients.

Ideal candidates have 10–15 years in consultancy, MRICS membership, and excellent English communication. A self-starter with strong client-facing skills is essential for success in this role.

Qualifications

• Bachelor degree in a related subject or equivalent.
• 10–15 years minimum in relevant work experience, ideally in a consultancy.
• Professional MRICS membership.
• Experience in the Middle East is preferable.
• Excellent command of written and spoken English.
• Ability to present and communicate effectively and represent a stand-alone package of works.
• Self-starter with proactive approach to programme-wide issues.

Responsibilities

• Responsible for pre- and post-contract quantity surveying duties including cost estimates, procurement and tendering, contract administration, variation, final account.
• Complete feasibility studies and write procurement reports.
• Estimate and cost plan, presenting the final cost plan.
• Tendering, procurement, and managing pre-qualification, tender lists, preliminaries, tender analysis and reports.
• Deal with post-contract cost variances and change control; escalate major changes.
• Produce monthly post-contract cost reports and present to client.
• Negotiate and agree final accounts; interface with client and consultants.
• Where appropriate, lead a cost management team to deliver all accountabilities.

Job Description

Our pipeline of upcoming projects in Doha, Qatar is strong and we are looking for Lead Cost Managers with both infrastructure and real estate experience to join our Qatar team.

Main Responsibilities

• Responsible for preand post-contract quantity surveying duties including preparation of cost estimates, procurement and tendering, contract administration, variation, final account, etc.
• Completing feasibility studies and writing procurement reports.
• Estimating and cost planning to include producing and presenting the final cost plan.
• Tendering and procuring, including managing the pre-qualification stage, producing the tender list, putting the preliminaries together, tender analysis, producing the tender report and compiling the contractual documents.
• Dealing effectively with post contract cost variances and the change control processes, where applicable referring major changes to line manager.
• Taking personal responsibility for making cost checks and carrying out valuations on larger projects and in all cases ensuring that timely and accurate cost checking and valuation takes place.
• Producing monthly post contract cost reports and presenting them to the client.
• Negotiating and agreeing final accounts.
• Interfacing with the client and other consultants, at all project stages.
• Where appropriate, leading a cost management team, ensuring that they deliver on all of the above accountabilities.

Key Experience Requirements

• Detailed knowledge of and experience in the Real Estate / Infrastructure sector working for a professional cost consultancy.
• Excellent measurement capability for infrastructure/buildingworks, accuracy and efficiency are essential.
• Experience of interim applications, change management, variation valuation and extension of time claims.
• Good knowledge of construction industry technical matters, such as different procurement routes, value management and value engineering.
• Demonstrable experience in client-facing roles, professional approach and confidence in presenting to clients, other consultants and project stakeholders.

Qualifications

• BSc in related subject or equivalent.
• Minimum 10-15 years in relevant work experience, ideally in a consultancy.
• Professional membership i.e. MRICS.
• Experience in the Middle East is preferable.
• Excellent command of written and spoken English.
• Must be able to present and communicate effectively and represent a stand-alone package of works
