Job summary

Nakilat is seeking an experienced HSSE leader to set strategic direction for Health, Safety, Security and Environment professionals within Nakilat Joint Ventures. You will strengthen the Integrated Management System governance and deliver programmes that support safe, reliable and compliant operations.

The role requires deep HSSE expertise, strong leadership, and the ability to drive cultural change across multiple sites in a marine/shipyard setting in Qatar.

Qualifications

• Bachelor’s Degree or higher in Safety Management, Engineering or related field.
• Certification in Occupational Health and Safety Management Systems (OHSMS).
• Minimum 10 years in a similar safety position; non-degree with safety qualification and operations experience accepted (12+ years).
• Experience in HSSE management, preferably in marine or shipyard environments.

Responsibilities

• Lead HSSE programmes and oversee IMS governance across Nakilat JVs.
• Enforce health, safety, security and environmental procedures in the yard.
• Plan and implement health, safety and environment programmes and campaigns.
• Provide oversight to the IMS for risk reduction and operational fit.
• Advise on training and interventions to raise HSSE awareness and accountability.
• Conduct HSSE Department Reviews quarterly and drive continual improvements.
• Act as liaison with external stakeholders and authorities.

Job Summary and Purpose

Responsible for managing and setting the strategic direction, in alignment with Nakilat SHEQ, for a department of Health, Safety, Security and Environment professionals within the Nakilat Joint Ventures to continuously improve & enhance the Integrated Management System (IMS) governance and implement programmes that support the Line to deliver safe, reliable and compliant operations.

Accountabilities

Key Accountabilities:

• 1. Responsible for the overall implementation, communication and consultation of all HSSE Programmes and carries out the responsibilities for HSSE in accordance to Qatar Shipyard Technology Solutions Integrated Management System.
• 2. Lead the enforcement and monitors the implementation of all health, safety, security, environment procedures and instructions in the yard.
• 3. Plan and implements health, safety and environment programmes and promotional activities (e.g. training, inspections, campaigns and competitions) that will improve health, safety and environmental culture and awareness.
• 4. Provide professional oversight to Integrated Management System to enable content that is fit for operational purpose and the intent of reducing risk to as low as reasonably practical.
• 5. Advises and recommends appropriate health, safety and environmental training and interventions for all levels of staff in the Company to enhance the awareness, understanding and safety performance of HSSE culture and personal accountability.
• 6. Conducts HSSE Department Reviews at least once every quarter to review the achievements of the Health, Safety, Security and Environmental Objectives and takes corrective and preventive actions for continual improvements.
• 7. Acts as the focal point for communication with external stakeholders, inclusive of the implementation of recommendations and best practice from safety committees or relevant authorities.

Implementation of HSE requirements within all project, vessel, yard, general areas, workshops, open areas and all building in Qatar Shipyard Technology Solutions and aboard client projects.

Qualifications, Experience and Job Skills

Qualifications:

• Bachelor’s Degree or higher in Safety Management, Engineering or any related field or its equivalent.
• Qualification and/or Certification on Occupational Health and Safety Management Systems (OHSMS).

Experience:

• A degree holder in OHS, minimum of 10 years of experience in a similar safety position. A non-degree holder with safety qualification, with operations and safety experience, minimum of 12 years of experience in a similar safety position.
• Working experience in HSSE Management and/or related environment, preferably in marine or shipyard industry
