Job summary

Turner & Townsend in Doha, Qatar, seeks an experienced HSE Manager to lead the development and implementation of the Project HSE Management System, including incident reporting and monitoring, in line with client requirements. You will advise the Project Director, coordinate with construction teams, monitor site safety, and promote a zero-tolerance health and safety culture across the project.

Qualifications

• Degree qualifications in HSE, civil engineering, electrical/ mechanical engineering or similar function.
• Minimum 10 years' experience with HSE projects.
• Experience and knowledge of main HSE project management concepts, tools and techniques.
• Ability to coordinate with concurrent base building works.
• Proficient in Microsoft Office (incl MS-Project).
• Demonstrated ability to work in fast-paced, high-pressure environments and meet deadlines.
• Proficient level of project management knowledge and keeping current with trends.
• Knowledge of information technology and systems to meet work needs.
• Strong leadership, communication and interpersonal skills.
• Data Center experience is required.

Responsibilities

• Provide best-practice HSE solutions on day-to-day monitoring and reporting to maintain Owner standards.
• Explain HSE construction activities to client candidates as the Project Owner representative.
• Monitor and review the implementation of HSE standards at the construction site.
• Chair meetings with Health & Safety moments and the Wellbeing App.
• Ensure contractors receive requisite safety training and raise hazard awareness.
• Promote safety accountability across the project team, including the client.
• Foster a zero-tolerance health and safety culture on site.
• Use leading indicators to develop mitigations for risks on site.
• Proactively supervise works activities to address safety concerns.

Job Description

Manage the development and implementation of Project HSE Management System including the HSE action monitoring system and incident reporting procedure, in compliance with internal management system and any Client specified requirements. Provide advice and support to the Project Director/ Manager on the processes and procedures required to deliver HSE objectives.

Key responsibilities

• To provide the best practice HSE solution on day-to-day monitor and report to maintain Project Owner standards
• To represent Project Owner to explain HSE construction implementation activities to client candidates
• To monitor and review the implementation of HSE standard at the construction site
• Ensuring project meeting that we chair starts with a Health & Safety moment which we initiate through our dedicated Health, Safety, Wellbeing App
• Ensuring all contractors and vendors on site have a requisite level of compliant safety training resulting in them having a high degree of hazard awareness
• Adopting a collaborative approach to health and safety across the entire project team promoting safety accountability at all levels, including from the client
• Setting a zero-tolerance health and safety culture
• Adopting health and safety assurance process emphasizes leading indicators, which are effective in the developing mitigations to risks on the project site
• Proactively undertaking site supervision of works activities to address safety concerns or identified risk activities

Qualifications

• Degree qualifications in HSE, civil engineering, electrical / mechanical engineering or similar function.
• Minimum 10 years' experience with HSE projects.
• Experience and knowledge of all of the main HSE project management concepts, tools and techniques.
• Ability to coordinate with the concurrent base building works.
• Conversant to a competent level with Microsoft Office (incl MS-Project Management).
• Demonstrated ability to work in a fast paced and high-pressure environment, to meet often tight deadlines, and to work pro-actively as part of a committed team.
• Demonstrate a proficient level of professional skill and/or knowledge in project management and keep current with developments and trends.
• Knowledge and ability to use applicable information technology and systems to meet work needs.
• Strong leadership, communication & interpersonal skills.
• Data Center Experince is required.
