Job summary

Airswift is sourcing a Head of Project Control for a major oil & gas operator. The role is onshore at Doha HQ with a long-term contract. The PMT requires strong leadership in project controls, scheduling and cost management to drive performance.

The successful candidate will lead the PMT, coordinate with engineering, construction and EPC contractors, and ensure robust control plans and reporting across cost and schedule. Start ASAP with project-specific working hours to meet demands.

Qualifications

• Bachelor's degree in Engineering, Accounting, Business Management/Administration or related commercial disciplines.
• 10 years' experience in major oil & gas projects with controls, cost/schedule development, tendering and contract management; 3 years supervising multi-disciplinary teams.

Responsibilities

• Lead the PMT's project control activities and coordinate inputs from engineering, construction and other functions.
• Provide management and technical direction for estimating, scheduling, cost engineering, procurement and contract coordination.
• Ensure effective project control measures by contractors, focusing on schedule, planning and progress monitoring.
• Interface between Project Manager, Business Manager, PMT, and EPC Contractor for cost and schedule reporting.
• Implement and update the Project Control Plan as required.
• Coordinate cost and schedule data collection, analysis, and reporting to identify risks and trends.
• Review project changes for schedule/cost impact and incorporate effects into plans.
• Manage workforce planning and resourcing fairly across the project.
• Monitor contractor performance and ensure integrated planning systems are used.

We are working with a Major Oil & Gas operator to source a Head of Project Control. This is a long-term contract role. Please see details below.

6 days per week / 8-10 hours per day or as per project requirement

Key Job Accountabilities

• Lead the Project Management Team’s (PMT) project control activities, coordinating input from other PMT functions such as engineering, construction, etc.
• Provides management and technical direction for all facets of the division (estimating, scheduling, cost engineering, procurement and contract coordination).
• Responsible for ensuring effective project control measures are executed by the Contractor and sub-contractor organisations, with particular emphasis on schedule management, planning and progress monitoring, modify as necessary to meet Company and PMT standards and requirements.
• Provides an interface between Project Manager, Business Manager, PMT members and EPC Contractor with respect to cost and schedule performance, reporting and approvals.
• Responsible for implementing and updating the Project Control Plan, as required.
• Coordinates the collecting, consolidating, analysing and reporting all project cost and schedule, control, trend and progress measurement information to ensure overall project status is assessed and potential problem areas identified. Produces cost estimates on the project as requested by senior management.
• Reviews project changes to evaluate any schedule and/or cost impact; responsible for incorporating the effect and impact of approved changes in the overall cost and schedule stewardship and reporting.
• Manages project workforce planning and resourcing, ensuring changes are managed fairly using consistent decision making criteria across the project.
• Monitor Contractor’s performance and progress in areas of project controls, scheduling, reporting, progress monitoring and cost estimating assessing any discrepancies and reverting to Contractor for clarifications/corrections. Establishes and maintains appropriate planning systems, fully integrated, and appropriate for the project.
• Reviews invoices for compliance and completeness, liaises with the contractors and/or suppliers and the Accounts Payable Department in the resolution of queries and disputes. Provides data for accounting and auditing functions and ensures EPC Contractor’s accounting systems meet Company audit requirements.

Minimum Requirements

Qualifications

• Bachelor’s degree in Engineering, Accounting, Business Management/administration, Commercial disciplines.

Knowledge and Key Skills

• 10 years’ experience in a major project environment within the oil and gas industry, with exposure in business management including project controls, cost and schedule development, tender preparation and contract management and 3 years supervising multi discipline and multi-cultural teams.
