Airswift is recruiting a Cost Control Specialist for Qatar to act as the focal point for lifting discipline costs across major Oil & Gas projects. The candidate will provide governance, leadership, and assurance to project teams, ensuring safe, efficient costs and compliance with standards and international regulations.

The role requires a Bachelor’s degree in engineering or related field and 8+ years of experience in cost estimating, scheduling, and project controls, with strong English

Qualifications

  • Bachelor's degree in Engineering, Accounting, Business Management/Administration, or Commercial disciplines.
  • Minimum of 8 years of experience in cost estimating, scheduling, and project controls.
  • High level of proficiency in written and spoken English.

Responsibilities

  • Lead change order cost estimation, negotiation, and reporting during EPC phases.
  • Ensure cost estimates are up to date and aligned with project schedule.
  • Coordinate cost control with other PMT disciplines as needed.
  • Ensure EPC Contractor implements cost estimation and control measures.
  • Provide cost and change management expertise to the Project Team.
  • Maintain compliance with MOC processes and project cost/schedule within the team.
  • Collect, consolidate, and report project cost controls, progress, and trends.
  • Plan project changes to assess schedule and cost impacts.
  • Monitor contractor performance in cost control, progress, and schedule.
  • Develop multiple cost/schedule-driven contracting scenarios for workshops.
  • Coordinate cost and schedule analysis, forecasting, and change management.

Cost Control Specialist – Qatar Airswift

We are seeking an experienced Cost Control Specialist to serve as the focal point for all lifting discipline activities across major Oil & Gas project portfolios. The successful candidate will provide technical leadership, governance, and assurance to project teams, ensuring lifting operations are executed safely, efficiently, and in full compliance with company standards and international regulations.

Responsibilities
  • Responsible for leading company change order cost estimation, negotiation, and reporting throughout the Engineering Procurement Construction (EPC) phase of the project.
  • Ensures that the Project's cost estimates are fully up to date and in line with the project schedule.
  • Coordinates potential change aspects of Project Controls with other disciplines in the PMT, as necessary.
  • Responsible for ensuring that proper and effective cost estimation and control measures are executed by the EPC Contractor, with particular emphasis on instituting pre-emptive corrective actions.
  • Provides cost and timely change management expertise to the Project Team.
  • Maintains strict compliance with the Project Management of Change (MOC) process and ensures maintenance of overall cost and schedule within the Project Controls team.
  • Coordinates the collection, consolidation, analysis, and reporting of all Project cost controls, progress measurement, and control trends to ensure overall project status is assessed and potential problem areas are rectified.
  • Plans for potential project changes to evaluate any schedule and/or cost impact; responsible for incorporating the effects and impacts of approved changes on overall cost, schedule, and planning cycles.
  • Monitors and appraises the performance of the EPC Contractor in the areas of cost control, progress measurement, and schedule control.
  • Develops multiple cost/schedule-driven contracting scenarios to support effective Contracting Strategy workshops.
  • Coordinates the planning and execution of project cost and schedule analysis, forecasting, and change management.
Qualifications, Knowledge and/or Experience, Technical and Business Skills
  • Bachelor's degree in Engineering, Accounting, Business Management/Administration, or Commercial disciplines.
  • Minimum of 8 years of experience in cost estimating, scheduling, and project controls.
  • Hands-on experience in reporting on Contractor Estimate validation and guiding contractors in developing high-level modularized cost reports.
  • Demonstrated experience in Brownfield Projects, including understanding vulnerabilities associated with cost and schedule drivers.
  • High level of proficiency in written and spoken English.
  • Computer literacy involving the regular use of professional office applications and technical applications.
