Job summary

وزارة الصحة العامة - قطر is seeking a senior leader to oversee the health emergency response team and develop general guidelines for early response policies, ensuring successful implementation in the State.

The role requires guiding the development, dissemination, and updating of policies, standards, guidelines, and directories across systems, with a focus on effective mobilization and coordination of resources during emergencies.

Qualifications

• Bachelor’s degree in medicine with specialization in health emergency medicine/public health or related field.
• Strong leadership experience in health emergency management and policy development.

Responsibilities

• Define and develop guidelines for responding to health emergencies and update policies and directories.
• Develop strategic guidelines for programs related to health emergencies and ensure field implementation.
• Direct supervision of training policies and educational courses in health emergency response.
• Design an effective mobilization system to coordinate resources in emergencies and disasters.
• Provide technical and advisory support to partners in health emergencies.
• Establish networks and partnerships to strengthen response capabilities of institutions.
• Design a monitoring and evaluation system to track response activities.
• Create advocacy programs to strengthen community response systems.
• Conduct research to improve health emergency response systems.
• Develop strategies for the Operations Center and health emergency plans.

Job description

Job Summary:

The job holder shall be responsible to oversee the team of health emergency response and to develop the general guidelines of the early response policy in dealing with the health emergencies ensuring its successful implementation in the State.

Key Roles and Responsibilities:

1. Define and develop the general guidelines of responding to health emergencies and ensuring the developing, disseminating and updating of policies, standards, guidelines and directories of their systems.
2. Develop strategic guidelines for the programs and projects related to respond to health emergencies and ensuring its successful implementation on the ground.
3. Direct supervision of training policies and educational courses related to the health emergencies response systems.
4. Initiate the developing and designing of an effective and efficient mobilization system to mobilize the human, material and financial resources in emergencies and disasters.
5. Provide the technical and advisory assistance to all concerned bodies and partners in responding to health emergencies.
6. Define and set the concerned bodies and partners, working to create a network of relations with them and developing partnership policies designed to strengthen and improve the response capabilities of these institutions and partners.
7. Design and develop a monitoring and evaluation system and strategies to monitor and evaluate response activities.
8. Create and implement advocacy, support and endorsement strategies and programs to strengthen response systems in the community circles.
9. Define and conduct the appropriate research and studies to improve response systems.
10. Determine and develop the strategies required to ensure the effectiveness and efficiency of work performed in the Operations Center, and developing, publishing, testing / evaluating and updating health emergency plans.
11. Perform other duties as requested to meet the ongoing organizational needs.

Essential Education:

Bachelor's degree is required in medicine with specialisation in health emergency medicine/public health, community medicine, or related field.

Essential Experience:

Minimum 10 years’ experience in Health Emergency management out of which 4 years in leadership position.
