Job summary

Ministry of Public Health - Qatar is seeking a senior leader to oversee the health emergency preparedness team and develop general guidelines for early preparedness policies. The role focuses on policy development, program leadership and on-ground implementation to strengthen Qatar's health security framework.

The candidate should hold a medical degree with relevant specialization, possess extensive leadership experience in health emergency management, and be capable of building partnerships

Qualifications

• Bachelor's degree in medicine with specialization in health emergency medicine/public health, community medicine, or related field.
• Minimum 10 years’ experience in Health Emergency management with 4 years in leadership positions.

Responsibilities

• Develop, disseminate and update policies, standards, guidelines and directories related to early preparedness systems of health emergencies, ensuring validity and alignment with the national reality.
• Identify and develop general guidelines of plans to respond to health emergencies in the country and initiate putting them forward.
• Develop, publish and update these plans with the team.
• Lead and guide the strategic configuration of programs and projects related to the early preparedness for health emergencies and ensure on-ground implementation.
• Supervise the designing, equipping and implementing of training policies and educational courses related to early preparedness systems of health emergency.
• Provide technical assistance, advice and guidance to all parties interested in the early preparedness of health emergencies and identify partners.
• Establish a network of relationships and partnerships to integrate efforts and competencies.
• Design a monitoring and evaluation system to monitor changes and successes during implementation.
• Create and implement strong support programs and promotional policy.
• Develop a clear policy for scientific research in health emergencies and set priorities with implementation.
• Ensure efficient performance of employees through evaluation systems and updating their own plans.
• Perform other duties as requested to meet organizational needs.

Job Summary

The job holder shall be responsible to oversee the team of health emergency preparedness and to develop the general guidelines of the early preparedness policy in dealing with the health emergencies ensuring its successful implementation in the State.

Key Roles and Responsibilities

• Ensure developing, disseminating and updating policies, standards, guidelines and directories related to early preparedness systems of health emergencies, and ensuring their validity and alignment with the national reality of the country.

• Ensure the development, publishing and updating of these plans with the team.


• Lead and guide the strategic configuration of programs and projects related to the early preparedness for health emergencies in the country and ensuring its successful implementation on the ground.


• Supervise the designing, equipping and implementing of training policies and educational courses related to the early preparedness systems of health emergency.


• Provide the technical assistance, advice and guidance to all those who are interested in the early preparedness of health emergencies in the country and identifying all partners who are interested in the emergency topic in the country.


• Work to establish a network of relationships and partnerships which aim at the integration of efforts and competencies.


• Design a monitoring and evaluation system able to monitor changes and successes which occur while implementing the early preparedness program for health emergencies in Qatar.


• Create and implement strong support programs and promotional policy.


• Develop a clear policy for scientific research in the field of health emergencies and setting clear priorities for them while ensuring the implementation of priority research.


• Ensure the efficient performance of employees of early preparedness for health emergencies through adopting the evaluation systems of employee performance, and developing, publishing and updating their own plans.


• Perform other duties as requested to meet the ongoing organizational needs.

Essential Education

Bachelor's degree is required in medicine with specialisation in health emergency medicine/public health, community medicine, or related field.

Essential Experience

Minimum 10 years’ experience in Health Emergency management with 4 years in leadership positions.
