QatarEnergy seeks an experienced leader to develop and provide the corporate emergency management governance program, addressing mitigation, preparedness, response, recovery and resilience for onshore, offshore, ports, marine and diving operations.

You will ensure compliance with national legislation and conventions, oversee training programs, monitor performance, and coordinate with business continuity teams to restore normal operations across QE departments.

Formación

• 15 years’ experience in emergency management or safety in oil and gas/chemical industries.
• Excellent presentation and report writing skills in English.

Responsabilidades

• Develop and maintain corporate governance documentation for emergency preparedness and response planning for onshore, offshore, ports, marine and diving operations.
• Assure oil spill emergency preparedness and response arrangements meet national legislation and standards.
• Monitor adoption of standards related to emergency preparedness and response; provide SME inputs into crisis management and business continuity.
• Review QE Directorates/Departments emergency response plans for compliance with corporate requirements.
• Establish performance criteria, monitoring and reporting for effectiveness of emergency preparedness and response system.
• Develop standardized training programs for tiered emergency response teams and govern implementation.
• Develop recovery strategy and support collaboration with business continuity teams to resume normal operations.

Primary Purpose of the Job

Develop and provide corporate emergency management governance program to addressmitigation, preparedness, response, recovery and resilience to ensure effective and timelyresponse to all credible scenarios.

• Develop and maintain corporate governance documentation to establish the minimum requirements for QP’s emergency preparedness & response planning, and capabilities suitable for onshore, offshore, ports, marine and diving operations.
• Assure oil spill emergency preparedness and response arrangements are in line with the national legislation, relevant conventions and standards.
• Monitor the implementation of standards related to emergency preparedness and response. Provide subject matter expert (SME) inputs into crisis management and business continuity planning related to risk mitigation and response.
• Review and evaluate QE Directorates/Departments emergency response plans to assure that they comply with the corporate requirements and cover all credible emergency scenarios. Conduct assessment of emergency preparedness, response capabilities and public and community emergency preparedness on periodic basis.
• Establish performance criteria, monitoring and reporting process to assure the effectiveness of emergency preparedness and response management system.
• Develop standardized training program for tiered level emergency response and management teams and govern implementation to achieve unified approach in execution, evaluation and improvements.
• Develop recovery strategy, support implementation and strengthen collaboration with business continuity teams to support return to normal operation.

Required Experience and Skills

• 15 years’ experience in one of the following: emergency management; fire safety, occupational health & safety in oil and gas / chemical / petrochemical industry, preferably with a minimum of 10 years in a similar position.
• In-depth knowledge of emergency preparedness and response, some knowledge of crisis management and business continuity requirements in the oil and gas / chemical / petrochemical Industry.
• Excellent presentation and report writing skills in English language.
• Proficiency in the variety of Microsoft Office applications.

Educational Qualifications

• Bachelor’s in Engineering, Science or Emergency management.
