The Delivery Assurance Director i s responsible for owning root-cause analysis and escalation of project delivery issues across the portfolio and serving as the CEO-facing representative of EPMO in delivery forums. The role validates entity-reported status updates against evidence, challenges unsupported narratives, escalates delegation-of-authority and excessive signatory findings immediately , and ensures delivery issues are closed through real outcomes rather than reporting-cycle status changes.
Delivery Assurance & Root-Cause Resolution
Own the review and root-cause assessment of schedule, execution, and delivery issues across the project portfolio, validating entity updates against evidence, programme data, documentation, and issue history.
Determine whether delays arise from contractor underperformance, design or IFC delay, procurement or payment blockage, client-side factors, force majeure, or other substantiated causes supported by the paper trail.
Ensure root-cause findings are closed with actual corrective outcomes, not only by changing the reported status or recycling the same project narrative.
Immediately escape delegation-of-authority concerns, excessive signatory findings, unresolved delivery risks, and material delivery bottlenecks to the appropriate leadership level without waiting for the next reporting cycle.
Own relevant items in the EPMO Tasks & Issues Log, ensuring each item has clear accountability, actions, evidence, deadlines, and verified closure criteria.
Track escalated delivery matters until resolution and challenge premature closure where evidence does not support the reported status.
EPMO Forum Representation & Stakeholder Accountability
Represent EPMO in entity-level delivery review forums and hold CEOs, COOs, Project Directors, and senior project stakeholders accountable for commitments, actions, and recovery plans.
Act as the credible EPMO voice in delivery forums by communicating findings with precision, evidence, and professional firmness where status updates do not hold up.
Review project delivery status, corrective action plans, bottlenecks, and recovery measures to ensure leadership discussions are grounded in facts rather than unsupported explanations.
Construction Delivery Lifecycle
Strong knowledge of construction delivery phases including mobilisation, design freeze, procurement, execution, testing and commissioning, handover, and defects liability period.
Ability to read and interpret project programmes, including Primavera P6 or equivalent tools, to identify critical-path slippage, float erosion, and reporting inconsistencies.
Ability to identify the actual source of delivery delays by reviewing evidence, project records, stakeholder inputs, programme data, and contractual correspondence.
Strong capability to manage delivery escalations, track unresolved matters, maintain issue logs, and ensure closure is based on real outcomes.
Senior Stakeholder Communication
Ability to engage CEOs, COOs, Project Directors, and senior stakeholders with clarity, firmness, credibility, and professionalism.
10 to 15 years of experience in major project delivery, preferably within a main contractor, PMO, client-side delivery assurance function, or large project environment.
Gulf or wider MENA project delivery experience is strongly preferred, particularly within holding-company-to-subsidiary delivery structures.
Proven track record of holding senior stakeholders accountable in project delivery forums, not only through written reporting.
Experience handling construction disputes, escalations, delivery risks, or issue resolution processes through to closure.
Strong exposure to project programmes , delivery reporting, construction documentation, and executive-level project reviews.
Bachelor's Degree in Engineering or any related field
Master's degree in Business Administration or any related field
