Job summary

IRM Energy & Technology in Qatar seeks an experienced Telecom Commissioning Overseer to manage offshore pre-commissioning and commissioning activities. You will witness contractor scopes, validate test sheets, and oversee documentation and handovers to ensure alignment with project specifications and safety standards.

The role requires strong English communication, leadership in a fast-paced offshore environment, and a track record on major Oil & Gas projects.

Qualifications

• Bachelor’s degree in Applied Sciences or Engineering is required.
• 8 years commissioning experience on major Oil & Gas projects.
• 1 year in a supervisory/oversight role.
• Strong knowledge of completion certificates and punch list categorization.
• Strong decision-making, prioritization, technical, analytical, and interface skills.
• Experience with CMS databases such as PIMS, WinPCS, ICAPS, Hexagon, or similar.
• Familiarity with Construction, QA/QC, and Operations interfaces.
• Excellent organizational, reporting, and communication skills.
• Strong understanding of HSE standards and safe system handover practices.

Responsibilities

• Witness contractor work scopes and validate test/check sheets against project requirements.
• Monitor construction progress during brownfield WHP/RT pre-shutdown and shutdown activities.
• Oversee offshore pre-commissioning and commissioning activities for safe and compliant execution.
• Coordinate punch list creation, categorization, clearance, and weekly reviews with contractors.
• Verify EPC completion dossiers for MC, pre-commissioning, commissioning, and asset handover.
• Monitor EPC contractor preservation activities for compliance with project requirements.
• Capture and share System Completion (SC) lessons learned for the project register.
• Monitor subsystem progress through the completion management system and ensure timely handovers.
• Oversee and control MC, CSA, and RFSU documentation.
