Dr Pedro Nuno de Freitas Lopes Teixeira, Full Professor at the School of Economics and Management of the University of Porto, Rector of the same University:

Following my order of 3 August 2026, a public competition is hereby opened for a period of 30 working days, commencing on the first working day following the publication of this notice in Diário da República , for the recruitment of one Assistant Professor in the disciplinary area of Exact Sciences, to perform duties in the Department of Population Studies (EPOP), of the School of Medicine and Biomedical Sciences of the University of Porto.

1. Applicable legal provisions

Articles 37 to 51, 61 and 62-A of the Statute of the University Teaching Career (ECDU), republished by Decree-Law no. 205/2009 of 31 August, as amended by Law no. 8/2010 of 13 May, and the Regulations for the Recruitment of Full, Associate and Assistant Professors of the University of Porto (hereinafter referred to as the Regulations), approved by Order no. 12913/2010, published in Diário da República, 2nd Series, no. 154, of 10 August, and amended by Extract of Deliberation no. 380/2019, published in Diário da República, 2nd Series, no. 64, of 1 April.

2. Administrative admission requirements to the competition

Pursuant to Article 41-A of the ECDU, only applicants holding a doctoral degree may be admitted to this competition.

If the doctoral degree was awarded by a foreign higher education institution, it must be recognised by a Portuguese higher education institution, pursuant to Decree-Law no. 66/2018, published in Diário da República, 1st Series, no. 157, of 16 August. This formality must be completed by the date of contract signing.

3. Criteria for selection and ranking of candidates

3.1. In the absence of grounds for rejection of applications, the Jury shall decide on their approval or non-approval on absolute merit, by reasoned nominal vote, with abstentions not being permitted.

3.2. An applicant shall be considered approved on absolute merit if approved by an absolute majority of the voting members of the Jury.

3.3. Approval on absolute merit of applicants requires an overall curriculum which the Jury considers, with reasons, to demonstrate scientific and teaching merit, research capacity and activity compatible with the disciplinary area for which the competition is open and appropriate to the respective teaching category, as documented in the information submitted for the competition.

3.4. For the purposes of the assessment referred to in the preceding point, a favourable vote must be based on compliance with all of the following cumulative criteria:

a) Holding a PhD in the disciplinary area of Applied Mathematics or related fields, with particular relevance to Biostatistics in Life and Health Sciences;

b) The candidate must have a relevant scientific curriculum in the field of Biostatistics in Life and Health Sciences;

c) Demonstrating scientific independence, namely through original and independent contributions in areas involving the application of Biostatistics in Life and Health Sciences, and having authored at least 5 (five) articles published in scientific journals with an impact factor, according to the latest edition of the Journal Citation Reports (JCR) international reference system of the Web of Science (WoS);

d) Having relevant scientific experience in areas involving the application of Biostatistics in Life and Health Sciences, as evidenced by participation in research projects funded through competitive calls (national or international);

e) Having experience in supervising/co-supervising students at different study cycles, with particular relevance to areas involving the application of Biostatistics in Life and Health Sciences.

4. Ranking of candidates approved on absolute merit

Once the applicants definitively approved on absolute merit have been identified, they shall be ranked on relative merit, based on the assessment components and criteria, their respective weightings and the final scoring system, established in accordance with Article 50(6) of the ECDU and Article 16 of the Regulations.

Applicants approved on absolute merit shall undergo curricular assessment, taking into account the general duties assigned to university teaching staff by Article 4 of the ECDU, focusing on the assessment components and respective criteria identified below.

4.2. Assessment components

The assessment of the candidates shall cover the following components and the Programme, with emphasis on curricular aspects in the disciplinary area for which the competition is open, with particular focus on Biostatistics in Life and Health Sciences:

a) Scientific merit;

b) Teaching experience and merit;

c) Other activities relevant to the mission of the higher education institution;

d) Scientific, Teaching and Outreach Programme.

4.3. Assessment criteria

The criteria to be taken into consideration in the assessment of each of the assessment components and programme identified in the preceding point, and the weighting assigned to each of them in the final classification, are set out below.

4.3.1. Criteria for assessing the Scientific Merit component (VMC) – 50%

4.3.1.1. VMC1 — Scientific Output (25%)- Scientific publications (articles, books and book chapters), with particular emphasis on articles published in peer-reviewed journals indexed in the Journal Citation Reports (JCR) of the Web of Science (WoS). This parameter shall take into account the significance of the works selected by the candidate as the most representative, particularly with regard to their contribution to the development and advancement of the disciplinary area for which the competition is open, with particular relevance to areas involving the application of Biostatistics in Life and Health Sciences.

4.3.1.2. VMC2 — Scientific Team Building and R&D Project Development (10%)- Participation in scientific projects funded by national or international agencies, companies or other institutions, as well as participation in transdisciplinary scientific teams in the disciplinary area for which the competition is open, with particular relevance to areas involving the application of Biostatistics in Life and Health Sciences.

4.3.1.3. VMC3 — Engagement and Recognition within the Scientific Community (4%)- Scientific presentations, lectures and the organisation of scientific meetings in the disciplinary area for which the competition is open, with particular relevance to areas involving the application of Biostatistics in Life and Health Sciences.

4.3.1.4. VMC4 — Postgraduate Supervision/Co-supervision (10%)- Supervision of master's and doctoral students.

4.3.1.5. VMC5 — Awards, Grants and Other Distinctions (1%)

4.3.2. Criteria for assessing the Teaching Experience and Merit component (VEMP) – 20%

4.3.2.1. VEMP1 — Teaching Activity and Pedagogical Output (20%)-Teaching experience in higher education course units, particularly the teaching of theoretical and practical classes in Mathematics and/or Statistics to students in the Life and Health Sciences (Medicine, Veterinary Medicine, Aquatic Sciences, Biochemistry, Bioengineering, Biology or related fields); the quantity, quality and diversity of teaching at undergraduate and postgraduate levels shall be valued.

4.3.2.2. VEMP2 — Student Support and Supervision (5%)- Support and supervision of students in extracurricular activities and course units involving internships/projects.

4.3.3. Criteria for assessing the Other Activities Relevant to the Institution's Mission component (VOA) – 10%

4.3.3.1. VOA1 – Academic Management and Other Duties (5%): Performance of academic management duties and activities, cultural and scientific outreach, community service, and other activities of scientific and cultural relevance;

4.3.3.2. VOA2 – Participation in Academic Examination Committees and Other Evaluation Panels (5%): Participation in academic examination committees and other types of panels.

4.3.4. Criteria for assessing the Scientific, Teaching and Outreach Programme component (PCPE) – 15%

PCPE – Scientific, Teaching and Outreach Programme that the candidate proposes to develop in the disciplinary area for which the competition is open, with particular relevance to areas involving the application of Biostatistics in Life and Health Sciences. Particular value shall be given to its alignment with the mission of the Institution and its Department of Population Studies, to which the Assistant Professor to be recruited will be affiliated. The Programme shall address the considerations set out in paragraph (d) of point 6.2 (Application Documents).

5. How the Jury works

5.1. Scoring of applicants

Each member of the Jury shall provide a reasoned written assessment, scoring each candidate against all the criteria of each assessment component on a scale from 0 to 100 points, rounded to one decimal place, with a level of exigency appropriate to the category for which the competition is open.

5.2. Final Result

The Final Result (FR) of the assessment of each candidate by each member of the Jury shall be calculated using the weighting formula for the various curricular criteria and assessment components.

FR = VMC + VEMP + VOA + PCPE

Following the individual reasoned assessment, each member of the Jury shall draw up their own ranked assessment list of the candidates, which shall form the basis for their participation in the votes leading to the decision and final ranking of the candidates, pursuant to point 4, with no tie between candidates being permitted in the final classification.

5.3. Decisions of the Jury

5.3.1. Any decision shall result from Article 17(12) of the Regulations, applicable by virtue of Article 83-A of the ECDU, which provided for its approval with a view to implementing the provisions of that legal instrument, including the procedural conduct of competitions, namely the assessment and final classification system.

Consequently, pursuant to Article 17(12) of the said Regulations, the Jury shall decide by reasoned nominal vote based on the selection criteria adopted and published for the approval and ranking of applicants; an absolute majority shall be required for any decision, and abstentions shall not be permitted.

5.3.2. Ranking methodology

In the various rounds of voting, each member of the Jury shall respect their ranking list, and the following procedure shall be observed:

a) the first vote shall determine the applicant placed in 1st position, by counting the number of votes obtained by each applicant for that position;

b) if an applicant obtains an absolute majority of the votes for 1st position, that applicant shall be placed in the respective position and removed from the ballot, and the procedure shall begin to select the applicant who will occupy 2nd position;

c) if no applicant obtains an absolute majority of the votes for 1st position, a new ballot shall be held only among the applicants who received votes for 1st position, after removing the applicant who received the fewest votes for that position in the previous vote;

d) if two or more applicants are tied for the position of least votes, a tie-breaking vote shall be held only among them, counting the number of relative first-place positions of each, and the applicant with the fewest shall be removed;

e) if the tie persists between two or more applicants in the position of least votes, but the number of applicants tied in that position has been reduced compared with the previous voting round, a new tie-breaking vote shall be held only among the applicants tied for the position of least votes, counting the number of relative first-place positions of each, and the applicant with the fewest shall be removed;

f) if the tie persists between two or more applicants in the position of least votes, without any reduction in the number of applicants tied in that position compared with the previous round, the tie shall be broken by the casting vote of the Chair or by the exercise of the tie-breaking vote, as applicable, and the applicant voted for by the Chair shall proceed to the subsequent vote for the same position;

g) if a tie occurs when only two or more applicants remain for 1st position, the tie shall be broken by the casting vote of the Chair of the Jury or by the exercise of the tie-breaking vote, as applicable;

h) once the applicant for 1st position has been selected, that applicant shall be removed from the voting and the procedure for selecting the applicant to be placed in 2nd position shall begin, repeating the process described in the preceding paragraphs for the subsequent positions until a single ranked list of all applicants has been obtained.

7. Notifications and hearing of interested parties

7.1. The Human Resources Service of the Common Resources and Services Centre of the University of Porto shall notify applicants of the decision on administrative admission or non-admission to the competition, based on compliance or non-compliance with the requirements laid down in the legislation in force and in point 2 of this call, and with the conditions established for the submission of applications referred to in point 6.2.

7.2. Interested parties shall be heard, pursuant to Articles 121 and 122 of the Code of Administrative Procedure, if they have not been administratively admitted, if they have not been approved on absolute merit,
