OEC’s Global Product Engineering (GPE) organization is expanding, delivering foundational services and customer-facing capabilities across our web and mobile applications through a growing network of engineering pods. As a Technical Program Manager, you will play a pivotal role in ensuring this work is planned, sequenced, and delivered with predictability, transparency, and operational rigor at scale.
You will own delivery orchestration across the GPE portfolio, translating product strategy and technical direction into executable plans; aligning pods, roadmaps, and dependencies; monitoring progress and risk; and providing clear, actionable insights to product and engineering leaders and executives. Working closely with product managers, technical product managers, engineering managers, architects, and pod leads, you will ensure releases are thoughtfully sequenced, clearly communicated, and executed with precision.
This is a senior technical program leadership role—not a people-management or hands-on engineering position. Success requires deep technical fluency, sound product judgment, and the ability to drive alignment, accountability, and outcomes through influence in a complex, multi-pod environment.
What You’ll Do
- Own the end-to-end delivery plan for the GPE portfolio, spanning core services and multiple global products.
- Translate product strategy and technical direction into phased delivery plans, release trains, milestones, and launch schedules.
- Drive coordination across product management, engineering, architecture, security, QA, and business stakeholders.
- Maintain a clear view of pod capacity and availability, and match committed work to the pods actually able to deliver it.
- Identify, track, and actively mitigate cross-pod dependencies, delivery risks, and capacity constraints.
- Establish and run a clear operating cadence (daily huddles, sprint and release reviews, monthly leadership updates, quarterly executive reporting).
- Partner with technical product managers and architects to ensure product and architectural decisions are reflected accurately in delivery plans.
- Ensure release readiness, including testing, validation, documentation, and go-to-market support.
- Coordinate delivery of AI-enabled product capabilities, accounting for dependencies such as data readiness, model evaluation, human-in-the-loop review, and privacy & security sign-off.
- Produce executive-ready reporting communicating progress, risks, tradeoffs, and decisions.
- Serve as the single point of accountability for program visibility and delivery confidence.
- Continuously improve delivery processes, tooling, and reporting as the organization scales.
- Apply AI tooling to program management activities, including status synthesis, reporting, meeting notes, risk summarization, and backlog hygiene.
- Own cross-pod backlog prioritization, aligning work with product goals, technical risk, and pod capacity.
What You'll Bring
- 8+ years of experience in technical program management, project management, or large-scale software delivery.
- Proven success leading complex, multi-team programs with significant technical dependencies.
- Strong technical fluency in AWS, cloud-native architectures, microservices, and APIs.
- Ability to influence and collaborate with product managers, architects, senior engineers, and executives.
- Experience creating executive-level reporting that is trusted and actionable.
- Comfortable in Agile, pod-based delivery environments.
- Practical use of AI assistants to improve productivity and delivery outcomes.
- Excellent communication and stakeholder management skills.
- Ability to navigate conflicting priorities and remove delivery obstacles.
- Balance of strategic planning and hands-on execution across roadmaps, backlogs, and release planning.
