Job summary

OEC’s Global Product Engineering (GPE) organization is expanding, delivering foundational services and customer-facing capabilities across our web and mobile applications through a growing network of engineering pods. As a Technical Program Manager, you will own delivery orchestration across the GPE portfolio, translating product strategy into executable plans and aligning pods, roadmaps, and dependencies.

Qualifications

• 8+ years in technical program management or large-scale software delivery.
• Proven success leading complex, multi-team programs with dependencies.
• Strong technical fluency in AWS, cloud-native architectures, microservices, and APIs.
• Ability to influence product managers, architects, engineers, and executives.
• Experience creating executive-level reporting that is trusted and actionable.
• Comfortable in Agile, pod-based delivery environments.
• Practical use of AI assistants to improve productivity.
• Excellent communication and stakeholder management.
• Ability to navigate conflicting priorities and remove delivery obstacles.
• Balance strategic planning with hands-on execution across roadmaps and releases.

Responsibilities

• Own the end-to-end delivery plan for the GPE portfolio, spanning core services and global products.
• Translate product strategy and technical direction into phased delivery plans, release trains, milestones, and launch schedules.
• Drive coordination across product management, engineering, architecture, security, QA, and business stakeholders.
• Maintain pod capacity and match committed work to the pods able to deliver it.
• Identify, track, and mitigate cross-pod dependencies, delivery risks, and capacity constraints.
• Establish and run a clear operating cadence (daily huddles, sprint and release reviews, leadership updates, executive reporting).
• Partner with technical product managers and architects to reflect decisions in delivery plans.
• Ensure release readiness, including testing, validation, documentation, and go-to-market support.
• Coordinate delivery of AI-enabled product capabilities, including data readiness, model evaluation, human-in-the-loop, and privacy & security sign-off.
• Produce executive-ready reporting and act as single point of accountability for program visibility.
• Continuously improve delivery processes, tooling, and reporting as the organization scales.
• Apply AI tooling to program management activities (status synthesis, reporting, meeting notes, risk summarization, backlog hygiene).
• Own cross-pod backlog prioritization aligned with product goals, technical risk, and pod capacity.
