Job summary

Ipas Pakistan seeks a senior Human Resources & Operations Manager to lead HR, procurement, IT and administration. The role partners with the Country Director and SMT, delivering strategic, data-informed workforce planning, development and safeguarding.

It balances strategic policy with hands-on implementation to ensure compliant, efficient country-office operations. The position focuses on people strategy, organisational culture, performance, and staff wellbeing while ensuring value for money

Qualifications

• Master’s degree in business administration, management or related field.
• Minimum 10 years of progressively responsible HR experience with advisory roles.

Responsibilities

• Lead country HR, procurement, IT and admin to ensure compliant, efficient operations.
• Lead workforce planning, recruitment, retention, performance, learning and development.
• Provide strategic HR advice to Country Director and SMT on workforce matters.
• Oversee HR records, HRIS data and reporting with strong confidentiality.
• Support safeguarding, staff wellbeing, gender and diversity initiatives.
• Ensure procurement and administrative processes meet donor and policy requirements.
• Coordinate with finance and programmes to deliver value for money and controls.
