Position: Manager Data & Research
Reports to: Director Industry Facilitation
Department: Business Development & Industry Facilitation
Location: Islamabad
Maximum Age: 50 years

Role Overview:

Serve as PSEB's central resource for organizational data, analytics, industry intelligence, research and management reporting. The position will work under the supervision of Director Industry Facilitation, providing analytical support across PSEB functions for data-driven planning, decision-making, performance monitoring and policy inputs. The role involves access to sensitive institutional, company-level and inter-agency data; the incumbent is required to maintain strict confidentiality of all such data and information accessed in the course of duty, in accordance with PSEB's data governance and confidentiality policies.

Educational Qualification:

• Minimum 16 years of education (Master's degree or equivalent) in Data Science / Statistics / Computer Science / Information Technology / Economics / Engineering / Business Analytics or a related discipline.
• Candidates from other disciplines with relevant experience in data analysis / research or business intelligence are also encouraged to apply.
• Degree(s) must be from a HEC-recognized national or international university/institution.

Experience:

• Minimum 4 years of post-qualification experience in data analysis / business intelligence / research / performance monitoring / industry analytics or a related field.
• Hands-on experience with business intelligence and data visualization tools such as Power BI / Tableau / Looker Studio or equivalent.
• Working knowledge of SQL and/or advanced spreadsheet-based analysis.
• Experience in data collection frameworks / survey tools / dataset management / performance indicators / management reporting systems.
• Working knowledge of data cleaning / validation / quality assurance practices across data sources.
• Ability to convert data into dashboards / reports / presentations for management and decision-makers.
• Strong written and verbal communication skills, attention to detail, and ability to manage multiple assignments and deadlines.

Preferred / Added Advantage:

• Experience in the public sector / ICT industry / consulting / development sector.
• Working knowledge of Python / R for data transformation / automation / statistical analysis / forecasting.
• Understanding of Pakistan's IT and ITeS sector / ICT exports / technology companies / skills landscape / public-sector data structures.
• Relevant certifications in data analytics / business intelligence / visualization / statistical analysis or related areas.

Key Responsibilities:

• Data Management and Governance: Act as the central focal person for PSEB-wide data, maintaining structured, reliable and up-to-date datasets across exports, companies, industry facilitation, skills, projects, events, delegations and infrastructure.
• ICT Export Analysis and Forecasting: Maintain and analyze Pakistan's ICT export data by market, region, service category and trend. Prepare periodic export analyses, forecasts and performance comparisons for management.
• Industry Intelligence and Roundups: Prepare periodic industry roundups and sector snapshots covering export performance, company activity, technology trends, talent indicators, policy changes and competitor-country developments.
• Company Data Collection and Analysis: Develop and maintain company-level datasets, profiles, export markets, service lines, capabilities, workforce, certifications, partnerships to support market access and industry facilitation.
• Lead, Event and Program Analytics: Track leads, qualified opportunities, MoUs, contracts and outcomes from PSEB-supported events, delegations and programs, and prepare performance and ROI analysis.
• Dashboards and Executive Reporting: Develop and maintain management dashboards, visual reports and scorecards for approved PSEB stakeholders, covering exports, companies, programs, leads and institutional KPIs.
• Research and International Benchmarking: Conduct primary and secondary research on emerging technologies and market opportunities, and benchmark Pakistan's positioning against regional and international competitors.
• Impact and Policy Analysis: Assess the impact of tax incentives / policy measures / industry facilitation initiatives, and provide analytical inputs for policy development and strategic reviews.
• Stakeholder Coordination: Coordinate with internal PSEB departments and relevant external public/private entities to obtain, reconcile, validate and integrate datasets through approved institutional arrangements, as guided by the Director Industry Facilitation.
• Project and Institutional Support: Provide analytical support for PC-1s, project proposals, third-party evaluations, annual reports and national benchmarking exercises.
• Data Quality, Standardization and Automation: Establish common data definitions, reporting templates and quality standards, and identify opportunities to automate recurring data collection and reporting processes.
• Undertake priority analytical assignments, research requests and data briefs as directed by the Director Industry Facilitation
• Any other duties assigned by the line management.
