Functional Responsibilities:

Under the guidance and supervision of the HR Officer, the Human Resources Assistant provides support to HR services in the field office support services function, ensuring high quality of work, accurate, timely, and properly recorded/documented service delivery. The HR Assistant promotes a client-oriented approach that is consistent with rules and regulations in the unit.

The HR Assistant works in close collaboration with Programme, Project, and Support Services colleagues locally and with UNOPS HQ colleagues to exchange information and ensure consistency.

  4. Ensures implementation of HR strategies and procedures, focusing on the achievement of the following results:

Full compliance of HR processes and records with UNOPS rules, regulations, policies, and strategies.

Knowledge Building and Sharing:
  • Implements HR services focusing on the achievement of specific results:
  • Reviews requests for recruitment of international consultants, ensuring documentation is complete and conforms to policies and procedures. Monitors and tracks request statuses and initiates follow-up actions for timely and accurate submissions.
  • Reviews Terms of Reference or Job Descriptions, consulting with colleagues regarding discrepancies and remuneration levels.
  • Prepares Offer of Appointment or Assignment and related documentation for signature.
  • Provides proactive customer service to clients, alerting supervisors to delays or issues in recruitment processes.
  • Briefs and guides clients and partners on recruitment policies and updates recruitment system information for accurate reporting.
  • Responds to HR queries from staff and provides information on employment and recruitment status.
  • Coordinates permit applications (visas, UNIDs, access) with the UN and establishes a tracking system.
  • Extracts and inputs data into HR databases.
  • Reviews supporting documentation for HR actions and verifies benefit claims for accuracy.
  • Assists in monitoring staff contractual status, contract renewals, and personnel actions.
  • Maintains attendance registers, leave reports, personnel files, and updates confidential personnel information.
  • Collects and maintains information on training schedules and institutions.
  • Assists in preparing administrative reports, drafts routine correspondence, and arranges briefings.
  • Ensures HR policy manuals, rules, and guidelines are updated and properly filed.
  • Participates in training for operations and project staff on HR topics.
  • Contributes to knowledge networks and communities of practice.
Education/Experience/Language Requirements:

Education: Completion of secondary school or equivalent.

Experience:

  • 2 to 3 years of relevant HR administrative experience with secondary education.
  • Proficiency in computer usage is required.
  • Experience with web-based management systems is required.
  • Experience using Google Suite applications is highly desirable.

Language Requirements:

  • Fluency in written and oral English and the local language Urdu is required.
