Job summary

Pakistan Single Window (PSW) is recruiting on behalf of NAFSA to develop foundational regulatory systems for safe agri-trade. The role coordinates SPS standards across federal and provincial bodies, ensuring national consistency and proactive stakeholder engagement.

The successful candidate will bring extensive SPS regulation experience, strong communication, and documented process development to support continuous improvement of regulatory instruments.

Qualifications

• Master’s / MPhil (minimum eighteen years of education) in Agriculture Sciences, Veterinary, Food Science, or equivalent.
• Minimum 8 years of experience in SPS regulation/implementation or government coordination.
• Strong coordination and stakeholder management across federal-provincial structures.
• Excellent communication and documentation skills.
• Understanding of SPS frameworks and inter-agency coordination requirements.

Responsibilities

• Serve as liaison between NAFSA SRD and provincial departments to implement SPS standards.
• Coordinate dissemination of SRD instruments to provincial counterparts and track adoption.
• Monitor implementation by provinces and identify gaps, capacity needs, and compliance issues.
• Support harmonised interpretation of SPS requirements through guidance notes and meetings.
• Compile provincial feedback and support continuous improvement of regulatory instruments.
• Maintain a coordination log of provincial communications and corrective actions.
• Support development and delivery of training for provincial stakeholders.
• Perform other duties as assigned by the reporting officer.

Job description

This position is being recruited by Pakistan Single Window (PSW) on behalf of the National Agri-Trade and Food Safety Authority (NAFSA). NAFSA is being established as a strategic national initiative to strengthen Pakistan’s agri-trade ecosystem through enhanced regulatory oversight, facilitation, and modernization of food safety and trade processes. The selected candidate will be part of NAFSA’s foundational team, contributing to the development of systems, processes, and institutional capabilities.

Main Responsibilities

• Serve as the liaison between NAFSA SRD and provincial departments/regulators to ensure coherent national implementation of SPS standards and regulations.

• Coordinate dissemination of SRD instruments (rules, standards, SOPs, technical instructions) to provincial counterparts and track acknowledgements and adoption progress.

• Monitor implementation of notified SRD measures by provinces and identify gaps, capacity needs, and compliance issues.

• Support harmonised interpretation of SPS requirements across provinces through guidance notes and coordination meetings.

• Compile provincial feedback and operational issues and support SRD in continuous improvement of regulatory instruments.

• Maintain a coordination log of provincial communications, implementation status, and corrective actions.

• Support development and delivery of training or awareness sessions for provincial stakeholders, in coordination with SRD and CSW training functions.

• Perform any other responsibilities assigned by the reporting officer in support of NAFSA’s mandate.

Education

- Master’s / MPhil (minimum eighteen years of education) in Agriculture Sciences, Veterinary, Food Science, or an equivalent relevant discipline.

Experience

• Minimum 8 years of relevant experience in SPS regulation/implementation, government coordination, or regulatory programme management.

• Strong coordination and stakeholder management skills with ability to work across federal-provincial structures.

• Excellent communication and documentation skills.

• Understanding of SPS frameworks and inter-agency coordination requirements.
