Engineering graduate from HEC recognized university with at least 6 years of experience. Having Master degree shall be preferred. PEC registration is mandatory.
Responsibilities:
The position of Deputy Chief Engineer – NDT & GTA exists for the purpose of overseeing the application of NDT technique on SSGC’s pipeline. This position involves supervising a team to ensure integrity and reliability of critical infrastructure within the natural gas transmission system. This position also requires overseeing formulation, execution and monitoring of GTAs.
Duties and Responsibilities:
- Organize non-destructive testing (NDT) services through a third-party service provider in order to obtain impartial and independent assessment of the pipeline condition.
- Ensure that the service provider applies NDT in accordance with international standards, well-designed procedures, trained and certified inspectors. Review the service provider’s report and assessment data.
- Ensure application of NDT testing technique to monitor the integrity and reliability of pipelines and to detect defects and irregularities before they result in severe damage or non-compliance.
- Review the third-party welding tenders including bill of quantities and technical details. Provide technical inputs in the tender documents.
- Check the method statements and standard operating procedures for project monitoring and control purposes.
- Seek approval of the documents from Health, Safety, Environment and Quality (HSE & QA) department.
- Monitor the plan to execute the third-party inspection and construction activities.
- Supervise the activities pertaining to non-destructive testing.
- Implement and oversee quality assurance measures for NDT processes.
- Ensure accuracy, reliability, and compliance with industry standards in all NDT deliverables.
- Conduct comprehensive assessments of critical infrastructure using NDT techniques.
- Provide insights into the structural integrity and reliability of components within the natural gas transmission system.
- Monitor or witness pipeline project activities including excavation, pigging, commissioning and finally handing over to the Transmission department.
- Prepare pre-qualification tenders of inspection, NDT testing and other jobs including welding, radiography etc.
- Review the document compilation in order to finalize or close the project.
- Formulate the technical aspects of Transportation Agreements and finalize the agreements in coordination with other departments such as Finance, Transmission, and Measurement etc.
- Coordinate with the Government/ Private Companies for their comments on the draft agreements.
- Delegate and ensure timely correspondence with the concerned stakeholders for early finalization of agreements.
- Identify deviations from contractual obligations and communicates the relevant action to the Government/ Private Companies.
- Identify the quantum of the changes and ensure proper implementation of the commended action.
- Identify and assess risks under their management/ownership.
- Develop and implement risk response strategies for the risks under their management.
- Monitor risks and response strategies under their management.
- Ensure the accuracy and timeliness of information provided for risk reporting.
- Undertake any other task as assigned by superiors.
