CONSULTING SERVICES FOR MAPPING GLOBAL AND LOCAL FINANCING OPPURTUNTIES FOR SUSTAINABLE DAIRY INVESTMENT IN PAKISTAN

GAIN Pakistan is seeking a qualified consultant to undertake a comprehensive mapping and landscaping of relevant financial institutions, banks, investors and organizations to support SMEs engaged in the Green Dairy Initiative in Pakistan. The objective is to identify opportunities to improve access to finance, and foster partnerships that enable SMEs to adopt sustainable, climate-resilient, and growth-oriented business models.

Background: In 2024, GAIN Pakistan initiated a project with DANIDA Green Business Partnerships to valorise dairy bi-streams, reduce environmental impact, support sustainable growth, and improve nutrition. GAIN collaborates with dairy processors, international technical partners, and local stakeholders to repurpose whey water, develop value-added products, and strengthen sustainability across the dairy value chain.

Objectives of the consultancy: Conduct a comprehensive mapping of global and local financial institutions, banks, investors, organizations and other stakeholders that can support SMEs in the Green Dairy Initiative. Identify opportunities to improve access to finance and foster partnerships that enable sustainable, climate-resilient growth. Prioritize financing options for businesses with sustainable practices.

4. Scope of work

The consultant will be responsible for the following tasks:

  • 1. Desk Review & Context Analysis
  • Review existing studies, reports and policies on access to finance for SMEs in Pakistan, with a focus on green initiatives.
  • Analyze barriers and opportunities within the financial ecosystem for the dairy sector.
  • Interview a sample of dairy SMEs to understand their credit needs, willingness to use credit facilities, and barriers faced.
  • Identify potential actions to eliminate barriers.
  • 2. Financial Institutions Mapping & Engagement
  • Identify and map banks, microfinance institutions, development finance institutions, venture capital firms, impact investors, donor programs and other actors.
  • Engage with stakeholders to validate findings and gather insights on financing opportunities and challenges.
  • 3. Gap Assessment
  • Assess gaps between SME financing needs and existing products/services.
  • Assess internal and external barriers and propose solutions.
  • Highlight potential areas for innovation in financial instruments, partnerships, or blended finance.
  • 4. Recommendations & Strategic Entry Points
  • Provide actionable recommendations for connecting SMEs with identified financing opportunities.
  • Suggest strategies to strengthen linkages between the Green Dairy Initiative and financial institutions/investors.
  • Develop a brief handbook/directory of available credit facilities in Pakistan and globally for SMEs.

5. Deliverables The consultant will deliver the following outputs:

  • Inception Report detailing methodology, work plan and timeline.
  • Stakeholder Mapping Report with a database of financial institutions, investors and support programs.
  • Gap Analysis Report highlighting challenges and opportunities for SMEs in accessing finance.
  • Final Report with actionable recommendations for mobilizing financial support and partnerships.
  • Presentation of findings to stakeholders and project team.
  • A brief Handbook/Directory of available credit facilities in Pakistan and globally.

6. Time frame The services should be completed within 4 months from contract signing.

7. Required qualifications & experience

  • Master’s degree in Finance, Economics, Business Administration, Development Studies or a related discipline.
  • Certifications in sustainable finance, impact investment, or green/climate finance are assets.
  • Minimum 5 years of experience in sustainable finance, green investment, development finance or investment advisory.
  • Experience mapping financial institutions and financing mechanisms.
  • Knowledge of the Pakistani financial sector and familiarity with global climate/impact finance instruments.
  • Proven ability to facilitate linkages between businesses and financing institutions.
  • Strong analytical, communication, and report-writing skills.
