Relief International seeks a Policy Development and Systems Strengthening Consultant for a 1-month consultancy in the Philippines (Nov 3, 2026–Dec 2, 2026). The role focuses on developing a model WPS policy and leading policy design for local government adoption across multiple project areas.

The consultant will review policy frameworks, facilitate stakeholder workshops, map coordination and referral systems, and produce ready-to-adapt outputs for local implementation and budgeting alignment.

Qualifikationen

• Advanced degree in gender, development, public policy, or related fields.
• 7–10 years of experience in gender equality, WPS, and policy work.
• Experience drafting local policy instruments and working with LGUs.

Aufgaben

• Review evidence and draft a model local WPS policy instrument.
• Design and facilitate a one-day policy development workshop.
• Map institutional arrangements, referral pathways, and protection mechanisms.
• Coordinate with LGUs, CSOs, and government agencies to contextualize policy.
• Prepare materials, tools, and outputs for workshop delivery.
