Job summary

Asian Development Bank seeks a Treasury Specialist to manage investment portfolios and support liquidity management in the Investments Division at HQ Manila. The role involves developing strategies within authorities and risk parameters, and coordinating with internal stakeholders and external counterparties on critical treasury activities.

The candidate will monitor portfolios, report on risk and performance, and participate in committees addressing funding and asset management.

Qualifications

  • Bachelor's or higher degree in finance, economics, accounting or related field.
  • At least 6 years of relevant professional experience in treasury/investment functions.
  • Experience with liquidity management and diverse instruments (fixed income, money markets, FX forwards, swaps, repo).

Responsibilities

  • Support investment strategies and liquidity management to strengthen ADB's financial position.
  • Monitor risk, performance, and policy implementation across portfolios.
  • Engage with market counterparties and internal/external stakeholders for execution and compliance.

Organizational Setting and Reporting Relationship

The position of Treasury Specialist is assigned to the Investments Division (TDID) within the Treasury Department. You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to Assistant Treasurer, TDID and will oversee junior team members.

Your Role

As a Treasury Specialist, you will manage investment portfolios to support the division's liquidity management objectives and ADB's financial strength. You will contribute to the development and implementation of investment strategies, policies, and guidelines, operating within established authorities, risk parameters, and institutional objectives. You will work closely with internal stakeholders, management, and external counterparties on critical treasury activities.

You will:

A. Portfolio and Liquidity Management

  • Help achieve projected income targets from liquidity investment operations within approved investment authorities and guidelines
  • Develop and implement portfolio strategies for debt-funded liquidity, ensuring that available funds are invested prudently and excess liquidity is minimized
  • Support liquidity pool management, daily cash positioning, short-term funding, and reconciliation across multiple portfolios
  • Manage cash flows to ensure funds are available for investments, disbursements, and other operational requirements
  • Help administer other assets under management

B. Risk Monitoring, Performance, and Reporting

  • Monitor assigned portfolios and report on risk, exposures, strategy implementation, performance, and market developments
  • Identify new investment opportunities and recommend appropriate enhancements to investment policies and guidelines

C. Stakeholder and Institutional Engagement

  • Maintain effective relationships with market counterparties and other partners to support high-quality transaction execution
  • Participate in interdepartmental committees and working groups addressing funding requirements, asset and liability management and risk management matters

D. Other Duties

  • Perform other responsibilities that may be assigned as reflected in the workplan
Qualifications
You will need:
  • University degree in finance, economics, accounting, or a related field, preferably at postgraduate level or its equivalent
  • At least 6 years of relevant professional experience, with knowledge of portfolio management theory and practice
  • Experience in liquidity management across a broad range of instruments, including fixed income, money market instruments, foreign exchange forwards, swaps, and repo
  • Understanding of the evolving regulatory environment and its impact on external counterparties' operations
  • Knowledge of multilateral development banks' investment guidelines, strategies, and reporting requirements
  • Written and verbal proficiency in English
  • International experience working in several countries.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
