Job summary

SMEC in the Philippines seeks a System O&M Manager to lead planning, development, coordination and integration of maintenance and asset management for MMSP and NSCR O&M. This role provides technical leadership for establishing and advancing maintenance requirements for operational readiness, trials, and initial commercial operations.

Qualifications

  • Bachelor's degree in mechanical, electrical, railway, civil engineering, asset management or related discipline.
  • Master's degree in engineering, transportation, asset management or MBA is desirable.
  • Male or female; good communication in English.

Responsibilities

  • Propose and develop maintenance requirements for operational readiness, trial operations and commercial operations.
  • Lead development of MMSP NSCR maintenance plans and guidelines with system, rolling stock and infrastructure experts.
  • Support preparation of the MMSP Interoperation Plan and coordination for operational readiness.
  • Coordinate with O&M program managers and railway operation managers on readiness and trial operations.
  • Assist GC design experts in assessing changes impacting maintainability.
  • Facilitate knowledge transfer among system, rolling stock and O&M experts.
  • Perform other duties to ensure successful delivery of consulting services.

AbouttheRole

The System O&M Manager shall lead the planning, development, coordination, and integration of maintenance and assetmanagement requirements.
The System O&M Manager shall provide overall technical leadership for the establishment andprogressive development of the maintenance requirements, plans, and arrangements necessary for operational readiness, trialoperations, initial commercialoperations, and MMSP interoperation.

Responsibilities
  • Propose and progressively develop the railway system maintenance requirements necessary for operational readiness, trial operations, and commercial operations by the MMSP and NSCR O&M Concessionaires, including the identification of maintenance and asset management strategies and plans and the proposal of minimum
    resources and competencies required for maintenance;
  • Lead the coordinated development of the high-level MMSP and NSCR Maintenance Plans, as well assupplemental guidelines, as supported by the relevant system, rolling stock, and infrastructure O&M experts, to be utilized by the MMSP and NSCR O&M Concessionaires as baseline references in the development of theirrespective O&M plans;
  • Support the O&M Rule Expert 2 (O&M Integration Manager) with the preparation of the MMSP Interoperation Plan;
  • Support the O&M Program Managers and Railway Operation Manager with coordination efforts for operational readiness and trial operations, particularly with respect to the preparation of maintenance requirements prior to commercial operations by the MMSP and NSCR O&M Concessionaires;
  • Support the GC design experts with assessing requirement changes or value engineering proposals with respect to their implications on maintainability as necessary;
  • Facilitate knowledge transfer among the relevant system, rolling stock, and infrastructure O&M experts andengineers; and
  • Perform other necessary duties to ensure the successful delivery of the consulting services
Qualifications
  • Bachelor's degree in mechanical engineering, Electrical Engineering, Railway Engineering, Civil Engineering, Asset Management, or a related discipline.
  • Master's degree in engineering, Transportation, Asset Management, or Business Administration is desirable.
  • Male or female
