Job summary

SMEC (An SJ Group Company) is seeking an O&M Rule Expert 1 to lead NSCR O&M program management, coordinating planning, progress tracking, and timely delivery of related deliverables across the Integrated O&M Program. The role requires strong railway operations knowledge and cross-functional collaboration to ensure successful project implementation and commercial operation readiness.

Responsibilities include leading the NSCR O&M components, onboarding the concessionaire, and ensuring compliance

Qualifications

• Degree(s) in railway/transportation or related field with strong technical grounding.
• Experience in operations management for railway systems or similar projects.
• Knowledge of railway rules, operating procedures and handbooks.

Responsibilities

• Lead the NSCR Integrated O&M program component development and maintenance, including milestones and interfaces.
• Plan, coordinate, monitor and deliver NSCR O&M deliverables affecting implementation timelines.
• Coordinate NSCR O&M Concessionaire readiness activities and knowledge transfer.
• Ensure O&M requirements are included in contracts and monitored for compliance.
• Work with MMSP O&M Program Manager on cross-project interfaces and dependencies.
• Provide technical guidance to the O&M Coordinator and IOT members.
• Assist with other duties to ensure successful delivery of consulting services.

AbouttheRole

The O&M Rule Expert 1 (NSCR O&M Program Manager) shall lead O&M program management for NSCR.
The O&M Rule Expert 1 (NSCR O&M Program Manager) shall be responsible for the planning,coordination, monitoring, and timely delivery of NSCR O&M-related deliverables and activities.

Responsibilities

• Lead the development and maintenance of the NSCR component of the Integrated O&M Program, including applicable deliverables, activities, milestones, dependencies, interfaces, and successive stages of operational commencement;
• Lead the planning, coordination, monitoring, and delivery of NSCR O&M-related deliverables and activitiesidentified in the Integrated O&M Program, including their potential impact on project implementation and commercial operation timelines for the NSCR Master Implementation Program;
• Lead and coordinate the NSCR O&M Concessionaire operational readiness activities, including onboarding, knowledge transfer, and progressive participation of the NSCR O&M Concessionaire in project activities;
• Ensure that applicable O&M requirements in the NSCR O&M Concession Agreement are identified andincorporated in the Integrated O&M Program, assigned to the appropriate IOT functions, and monitored forcompliance;
• Coordinate with the O&M Coordination Manager (MMSP O&M Program Manager) on cross-project activities,dependencies, and interfaces, particularly those associated with MMSP interoperation;
• Provide technical guidance to the O&M Coordinator and other IOT members to support the continuity of theIntegrated O&M Program; and
• Perform other necessary duties to ensure the successful delivery of the consulting services.

Qualifications

• Bachelor's Degree in Railway Engineering, Transportation Engineering, Mechanical Engineering, Electrical Engineering, Civil Engineering, or related field or Master's Degree is desirable.
