Responsibilities

• Technical Proposal Management: Support DB proposal manager to manage technical proposal including ER study, queries, compliance, deviations, technical review and technical proposal production.
• Process Review: Ensure proper treatment process is selected with process engineer or guarantor, ensuring proposed process is cost-effective, efficient and aligns with RFPs/ER and SUEZ winning strategy.
• Process Optimization: Assess water quality, guarantees, capacity and project constraints; conduct cost estimation, value engineering, risk assessment and identify opportunities to win projects.
• Preliminary/Concept Proposals: Develop preliminary proposals including necessary technical proposal and CAPEX/OPEX estimation under limited resources and timeline.
• Client/Partner Communication: Prepare presentations or technical communications with client/consultant/partner as needed.
• RFP/ER Analysis: Lead analysis to identify key deliverables, compliance criteria, potential deviations, evaluation criteria, submission procedures and deadlines.
• Proposal Strategy: Develop and communicate proposal strategy aligned with Winning Strategy from BD team, covering process, deviations, contract structure, target price, procurement, resource allocation, and management of partners/subcontractors.
• Team Coordination: Lead OMEGA meetings and ensure documents are ready for review; coordinate and collaborate with internal and external stakeholders to deliver a timely, high-quality proposal.
• Risk Management: Identify and mitigate risks and issues impacting proposal success (resource constraints, compliance challenges, etc.).
• Proposal Production: Oversee final proposal production, ensuring it is error-free, well-formatted, complete and professional.
• Contract Negotiation and Handover: Lead contract negotiation with support from legal and business development; manage handover to execution team after the client is awarded.

Qualifications

Education

• Bachelor or above; fluent in English (spoken and written).

Years of Work Experience

• 10+ years’ experience in WTP/STP as technical lead or process designer; tender background preferred.

Experience Requirements

• In-depth knowledge of typical water treatment processes and market technologies.
• Experience in at least 1 water project (>20 MLD) as Lead Process Engineer or Manager.
• Overseas working experience is preferred but not required.
