Private Advertiser in the Philippines seeks an auditor to maintain a risk-based annual audit plan and live risk register, and to design audit programs and internal-control frameworks (COSO / IIA) suited to a land‑aggregation business.
Responsibilities cover the end-to-end land acquisition and payments cycle, validation of legitimacy and authorization, and testing for leakage, ghost payees, overpayments and kickbacks.
Maintain a risk-based annual audit plan and a live risk register; design audit programs and internal-control frameworks (COSO / IIA) fit for a land‑aggregation business.
Audit the end-to-end acquisition cycle and payments to landowners, agents, brokers and facilitators; verify legitimacy, authorization, valuation and documentation; test for leakage, ghost payees, overpayment, double payment and kickback risk.
Audit chain of title, tax declarations, deeds, DAR conversion, reclassification and Registry‑of‑Deeds annotations/transfers; verify authenticity, completeness and safe custody; test against forged, double‑titled or encumbered titles; confirm pipeline status is accurately recorded and honestly represented.
Conduct physical audits across provinces (existence, boundaries, area, occupancy/tenancy/right‑of‑way) and audit field‑level cash disbursements.
Audit disbursements, treasury, procurement and vendor payments; test SEC/BIR (CGT, DST, VAT, RPT, withholding)/LGU/DAR/DENR/LRA compliance; audit tracking and reporting of major receivables.
Audit compliance with lease, JV, land sale/option and SPV agreements, and review related‑party transactions for propriety and disclosure.
Detect, investigate and report fraud and control breaches; issue clear, risk‑ranked findings and track remediation to closure; advise on stronger controls without compromising independence.
