Job summary

CACI International Inc. seeks an experienced RSOI Coordination Lead, Senior to support Reception, Staging, Onward Movement, and Integration across the Indo-Pacific.

Qualifications

  • Minimum 10 years of experience supporting logistics management, deployment planning, RSOI, theater sustainment, or operational logistics for DoD programs.
  • Experience supporting DoD, Joint, Combatant Command, Service Component, SO organizations, or Joint Task Forces.
  • Experience planning and executing RSOI operations for operational, contingency, exercise, or humanitarian activities.
  • Experience coordinating transportation, movement control, theater distribution, deployment operations, and sustainment planning across dispersed environments.
  • Experience integrating logistics, engineering, communications, force protection, supply chain management, and operational planning.

Responsibilities

  • Manage, supervise, and lead RSOI personnel and synchronize operations supporting theater logistics and missions.
  • Develop and oversee RSOI plans, timelines, synchronization matrices, and execution checklists; assign workloads and allocate resources.
  • Coordinate reception and accountability of personnel, equipment, supplies, and resources at ports, airfields, ISBs, JTDCs, and forward locations.
  • Synchronize transportation, warehousing, distribution, engineering, force protection, communications, and sustainment activities.
  • Coordinate with airfield operations, seaport authorities, customs officials, host nation agencies, and transportation providers.
  • Integrate RSOI activities with theater distribution and deployment planning.
  • Identify operational risks and develop mitigation strategies.
  • Develop executive briefings, status reports, readiness assessments, dashboards, and decision support products.
  • Coordinate contingency reception operations supporting humanitarian assistance and surge deployments.
  • Ensure accountability and visibility using Government logistics information systems.
  • Develop and maintain RSOI SOPs and planning guides.
  • Conduct rehearsals, planning conferences, AARs, and lessons learned.
  • Supervise, mentor, coach, and develop logistics planners; manage performance.

The Opportunity

CACI is seeking an experienced RSOI Coordination Lead, Senior to support Reception, Staging, Onward Movement, and Integration (RSOI) operations across the Indo-Pacific. The RSOI Coordination Lead, Senior serves as CACI's senior logistics management professional responsible for planning, synchronizing, directing, and overseeing RSOI activities that enable the rapid reception, accountability, staging, onward movement, and integration of personnel, equipment, and sustainment resources supporting logistics, mission support, facilities, training, and emergent operations. Reporting directly to the Logistics Planning Lead, this position ensures RSOI operations are fully integrated with theater sustainment, distribution, transportation, and operational planning to support Special Operations Forces (SOF), Joint, coalition, and partner nation missions.

The RSOI Coordination Lead works closely with Government stakeholders, operational planners, transportation managers, movement control teams, Joint Theater Distribution Centers (JTDCs), Intermediate Staging Bases (ISBs), engineers, warehouse personnel, airfield and seaport operators, Service Components, coalition partners, host nation agencies, and mission partners to synchronize deployment and reception activities across geographically dispersed locations. This position contributes to successful program execution by reducing deployment timelines, improving force integration, and ensuring mission-ready capabilities throughout the Indo-Pacific theater.

Responsibilities
  • Manage, supervise, and lead RSOI personnel and synchronize Reception, Staging, Onward Movement, and Integration (RSOI) operations supporting theater logistics and operational missions, with accountability for team performance and mission outcomes.

  • Develop and oversee RSOI plans, timelines, synchronization matrices, and execution checklists supporting steady-state, contingency, exercise, and emergent operations; assign workloads, establish priorities, allocate personnel and resources, and monitor execution against schedule and performance requirements.

  • Coordinate reception and accountability of personnel, equipment, supplies, and mission-essential resources arriving at ports, airfields, ISBs, JTDCs, and forward operating locations.

  • Synchronize transportation, warehousing, distribution, engineering, force protection, communications, and sustainment activities supporting RSOI operations.

  • Coordinate with airfield operations, seaport authorities, customs officials, host nation agencies, commercial transportation providers, and military organizations to facilitate efficient force reception.

  • Integrate RSOI activities with theater distribution, supply chain management, movement control, deployment planning, and operational logistics.

  • Identify operational risks, infrastructure constraints, transportation bottlenecks, and sustainment challenges while developing mitigation strategies.

  • Develop executive-level briefings, RSOI status reports, readiness assessments, operational dashboards, and decision support products for Government leadership.

  • Coordinate contingency reception operations supporting humanitarian assistance, disaster response, crisis action, and surge deployments.

  • Ensure accountability and visibility of personnel and equipment throughout the RSOI process utilizing Government logistics information systems.

  • Develop and maintain RSOI standard operating procedures, planning guides, and operational documentation.

  • Conduct operational rehearsals, planning conferences, after-action reviews, and lessons learned activities to improve RSOI execution.

  • Supervise, mentor, coach, and develop logistics planners and RSOI personnel; establish performance expectations, provide feedback, support professional development, and address performance issues while promoting standardized Joint and SOF RSOI methodologies.

  • Provide management oversight of team deliverables, quality, readiness, risks, and corrective actions while ensuring compliance with Joint doctrine, Combatant Command guidance, Government directives, and contractual requirements.

  • Manage cross-functional coordination and geographically dispersed RSOI support, resolve execution conflicts, elevate significant risks and resource constraints to program leadership, and promote innovation, operational agility, accountability, and continuous process improvement to enhance theater deployment and integration capabilities.

Qualifications

Required:

  • Minimum 10 years of experience supporting logistics management, deployment planning, Reception, Staging, Onward Movement, and Integration (RSOI), theater sustainment, or operational logistics for Government or Department of Defense programs.

  • Experience supporting Department of Defense, Joint, Combatant Command, Service Component, Special Operations organizations, or Joint Task Forces.

  • Experience planning and executing RSOI operations supporting operational, contingency, exercise, humanitarian assistance, or campaign activities.

  • Experience coordinating transportation, movement control, theater distribution, deployment operations, and sustainment planning across geographically dispersed environments.

  • Experience integrating logistics, engineering, communications, force protection, supply chain management, and operational planning activities.

  • Demonstrated ability to lead multidisciplinary logistics teams supporting complex deployment and force integration operations.

  • Demonstrated ability to prepare and brief senior Government leadership on RSOI operations, deployment readiness, logistics risks, and operational synchronization.

Desired:

  • Bachelor's Degree in Logistics, Supply Chain Management, Business Administration, Operations Management, Military Science, Transportation Management, or a related field.

  • Master's Degree in Logistics, Operations Management, Business Administration (MBA), Military Operational Art and Science, or a related discipline is highly desirable.

  • Experience supporting USSOCOM, SOCPAC, Geographic Combatant Commands, Joint Task Forces, Theater Special Operations Commands (TSOCs), or Service Component headquarters.

  • Experience supporting Indo-Pacific operations, contested logistics, theater opening operations, expeditionary logistics, or multinational sustainment operations.

  • Experience utilizing GCSS-Army, GCSS-MC, GCCS-J, JOPES, TAPID, SmarTrack, Power BI, SharePoint, ArcGIS, Microsoft 365, TC-AIMS II, and other logistics planning, movement control, and asset visibility systems.

  • Knowledge of Joint Publication 4-01 (The Defense Transportation System), Joint Publication 4-09 (Distribution Operations), Joint Reception, Staging, Onward Movement, and Integration (JRSOI) doctrine, theatre distribution planning, and deployment operations.

  • Professional certifications such as Project Management Professional (PMP), Certified Supply Chain Professional (CSCP), Certified Professional Logistician (CPL), Certified in Logistics, Transportation and Distribution (CLTD), Lean Six Sigma Green Belt, or equivalent logistics and operational planning certifications are preferred.

  • Experience supporting TS/SCI operations, Joint and Special Operations Forces deployment planning, theater opening, expeditionary logistics, and multinational force integration across contested environments is highly desirable.
