Fibercom Telecom Phils., Inc. is seeking a Right of Way Specialist in the Metro Manila/Cavite area to secure permits, negotiate access rights, and coordinate site surveys for telecom projects.

The role requires coordinating with multiple teams to ensure regulatory compliance and timely project execution. The ideal candidate has at least 2 years of experience in telecom ROW, a valid driver’s license, and can start ASAP.

Qualifications

Responsibilities

• Securing permits and approvals from local and national agencies.
• Negotiating access rights with property owners, government entities, and stakeholders.
• Conducting site surveys to assess feasibility and identify ROW issues.
• Maintaining records of all right-of-way agreements and permits.
• Ensuring projects comply with applicable laws and regulations.
• Coordinating with project managers, engineers, legal teams, and stakeholders.
• Addressing and mediating ROW disputes to ensure project continuity.
• Assisting in planning and execution of telecom projects on ROW matters.
• Monitoring budgets related to ROW activities and cost-control.
• Engaging with communities and officials to explain project benefits and address concerns.
• Identifying and mitigating risks related to ROW acquisitions.

DUTIES and RESPONSIBILITIES:

1. 1. Securing Permits and Approvals: Obtain all required permits and approvals from local and national agencies, ensuring compliance with regulations and ordinances.
2. 2. Negotiating Access Rights: Engage with property owners, government entities, and other stakeholders to secure access rights through easements, licenses, and leases.
3. 3. Conducting Site Surveys: Perform site surveys to assess feasibility and identify potential right-of-way issues, coordinating with engineering teams to align assessments with project plans.
4. 4. Documentation Management: Maintain accurate records of all right-of-way agreements and permits, ensuring documentation is properly filed and accessible.
5. 5. Regulatory Compliance: Stay informed about relevant laws and regulations, ensuring all projects comply with legal and regulatory requirements.
6. 6. Stakeholder Coordination: Collaborate with project managers, engineers, legal teams, and other internal and external stakeholders to coordinate right-of-way activities.
7. 7. Dispute Resolution: Address and resolve disputes or issues related to right-of-way access, mediating conflicts to ensure project continuity.
8. 8. Project Support: Assist in the planning and execution of telecommunications projects, providing expertise on right-of-way matters and participating in project meetings.
9. 9. Budget Management: Monitor and manage budgets related to right-of-way activities, ensuring cost-effective strategies are employed.
10. 10. Community Engagement: Engage with communities and public officials to communicate project benefits, conduct public meetings, and address community concerns.
11. 11. Risk Management: Identify and mitigate potential risks associated with right of way acquisition, ensuring legal and financial risks are minimized.
