Remote Policy Consultant — Early Childhood ECCD Budget

Job summary

UNICEF seeks a consultant to support policy development for the PCB BEGIN initiative and related budget processes in Manila, Philippines. You will work with DBM, DepEd, ECCD Council, and other partners to strengthen inter-agency convergence within the public financial management system.

The role requires strong analytical capability, experience in public finance analysis, and excellent written and verbal English, with familiarity in Philippine budgetary policies.

Qualifications

• Education: Bachelor’s in Economics, Public Administration, Public Finance or related field.
• Work Experience: 10+ years conducting analysis or providing consultancy in PFM systems.
• Experience in research, analytical reporting, stakeholder policy discussions, and follow-up recommendations.
• Master’s degree (advantage) with at least 5 years relevant in public finance or policy.
• Strong analytical, technical writing and documentation skills.
• Facilitation and stakeholder engagement skills, including consultations/workshops; excellent English.
• Language: Fluency in English and Filipino.
• Desirables: knowledge of the Philippines budget and PFM laws and systems.
• Understanding of child rights, Early Childhood Development, Nutrition; experience with government/development partners is an advantage.
