Job summary

John Clements Consultants, Inc. in the Philippines is seeking a Regulatory & External Affairs professional to lead regulatory strategy, agency compliance, and external affairs for a utility-scale power pipeline (Solar, Wind, BESS).

This role targets individuals with 10+ years in the power sector, focusing on NGCP, ERC, IEMOP, and DOE engagements to ensure smooth development through to commercial operations.

Qualifications

• Minimum 10 years in project development, regulatory, legal, or government relations in NGCP (National Grid Corporation of the Philippines).
• Bachelor’s degree in law, Legal Management, Political Science, Engineering, or Public Policy.
• Deep working knowledge of EPIRA (RA 9136) and RE Act (RA 9513), Philippine Grid Code, WESM Rules, ERC procedures.
• Active relationships with DOE, ERC, NGCP, LGUs and other agencies.
• Excellent verbal and written communication in English and Tagalog; proactive and adaptable.

Responsibilities

• Lead regulatory strategy and agency compliance with NGCP, ERC, IEMOP, and DOE.
• Secure COC, PAO, interconnection approvals, and ERC tariff approvals.
• Liaise with DOE for regulatory support and public consultations.
• Monitor regulatory developments (DOE, ERC, Grid Code, WESM) and brief leadership.
• Draft position papers and represent the firm in public consultations and energy associations.
