Job summary

Fleet Management Training Institute Philippines, Inc offers a 30-year track record with 27,000 seafarers and 1,000 onshore professionals across a global network of offices. We are seeking a recruitment-focused professional to lead seafarer sourcing and deployment activities.

The role requires visiting training centers and dormitories, coordinating with crewing managers, and delivering timely recruitment reports while upholding our Quality Management System and continuous improvement initiatives.

Qualifications

• Graduate in Marine Transportation or any 4-year course.
• Holder of COC - OIC - Operational Level.
• Experience as Officer-in-Charge on navigational watch for 3+ years.
• Experience as Recruitment Officer in a Manning Agency for 1+ year (optional).
• Knowledge of Manning Agency operations.

Responsibilities

• Recruit and source qualified seafarers for deployment.
• Visit training centers, dormitories, or seafarers' homes for recruitment.
• Supervise recruitment output from branches.
• Prepare weekly/monthly recruitment reports and market salaries.
• Coordinate with Crewing Managers to secure seafarers.
• Review resumes before endorsement to Crewing Section.
• Negotiate with applicants with Fleet Manager approval.
• Attend meetings with Owner’s Representative, Admin and Fleet Managers to discuss crew needs.
• Monitor job portals (e.g., Seaman’s Jobsites).
• Initiate quality improvements and implement QMS.
• Ensure adherence to Quality Policy and QMS objectives.
• Set quality objectives and resources for departments.
• Implement process and service standards.
• Identify improvement opportunities in processes, products, services.
• Ensure corrective/preventive actions are tracked.
• Brand Building Endorser.
• Perform other duties as assigned.

Job Position Summary

• Provide an overview of the primary purpose and function of this job.


• Overall in-charge of the recruiting and sourcing competent seafarers for deployment

Key Roles and Responsibilities

• Responsible to recruit and source out competent and qualified seafarers for the Company.


• Visits places that applicable for recruiting seafarers i.e. training centers, dormitories or visits homes of seafarers.


• Supervise the output of recruitment from Branches.


• Updates the status of recruitment report and provides details on salaries and present demand in the market


• Coordinates with the Crewing Managers for securing qualified seafarers.


• Prepares weekly and monthly recruitment report and distribute to Management.


• Review and checks applicants resume prior endorsing to Crewing Section.


• Negotiates with new applicants with the approval of Fleet Manager.


• Attends to regular meeting with the Owner’s Representative, Admin and Fleet Managers to discuss priority crew requirements.


• Responsible for the monitoring of job portals like Seaman’s Jobsites, etc.


• Initiate quality improvements for the Company and responsible for the implementation of Company’s Quality management system.


• Ensure consistent adherence to the Quality Policy and attainment of QMS Objectives


• Set the quality objectives, action plans and resource requirements to meet the QMS requirements of respective department


• Ensure implementation of process and service standards


• Determine opportunities for improvement in respective processes, products, output, and services to ensure continuous customer satisfaction


• Ensure that corrective and/or preventive actions are provided, implemented, monitored and evaluated


• Brand Building Endorser


• To perform other duties as may be assigned by the management.

Relationship (mostly Internal and or External) and Nature of Communication

Job Experience, Functional Knowledge and Qualifications:

• Graduate of Bachelor of Science in Marine Transportation or any 4-year course


• Holder of COC - OIC - Operational Level


• Has sailed as Officer-in-Charge of a navigational watch for at least 3 years.


• Has worked as Recruitment Officer on a Manning Agency handling vessels for at least one year, optional


• Knowledgeable in the operations of a manning agency
