Job summary

Asia Brewery Incorporated in Taguig City seeks a licensed Senior Mechanical Engineer to own the mechanical scope from bid through project close-out, ensuring cost discipline and compliant execution. You will collaborate with QS, design, and project teams, interfacing with clients, consultants, subcontractors, and suppliers.

This dual pre- and post-contract role requires preparing bid submissions and managing variations, with emphasis on value engineering and accurate documentation to meet codes

Qualifications

  • Bachelor’s degree in Mechanical Engineering from a recognized institution.
  • Licensed Registered Mechanical Engineer (RME) or Professional Mechanical Engineer (PME) with valid PRC registration.
  • Minimum seven (7) years of relevant experience in building construction or industrial projects, including at least three (3) years in tendering, estimating, or cost engineering for mechanical/MEP works.
  • Demonstrated experience in both bid preparation and post-contract administration.
  • Working knowledge of the Philippine Mechanical Engineering Code (RA 8495), the National Building Code (PD 1096) and its IRR, the Fire Code (RA 9514), and applicable international standards (ASHRAE, NFPA, ASME, SMACNA).
  • Familiarity with standard construction contracts — CIAP Document 102, FIDIC, or equivalent — and their variation, claims, and payment provisions.
  • Proficiency in AutoCAD and MS Excel; competence in quantity take-off and estimating workflows.
  • Strong written and verbal communication in English and Filipino; able to draft contractual correspondence clearly and defensibly.

Responsibilities

  • Review tender documents, drawings, technical specifications, and BOQs to establish the full mechanical scope (HVAC, fire protection, plumbing and sanitary, mechanical ventilation, LPG and medical gas, vertical transportation as applicable).
  • Prepare detailed quantity take-offs and cost build-ups for mechanical works, including labor, materials, equipment, and installation productivity rates.
  • Source and evaluate subcontractor and supplier quotations; conduct technical levelling to ensure comparable, compliant offers.
  • Identify scope gaps, ambiguities, and risk items; prepare bid clarifications, qualifications, and exclusions for the Engineering Head’s review.
  • Develop value engineering and alternative equipment proposals that reduce cost or improve constructability without compromising performance or code compliance.
  • Prepare technical submissions for tender: method statements, equipment schedules, preliminary equipment selection and sizing, organizational charts, and prequalification documents.
  • Attend pre-bid conferences and site inspections; document findings that affect pricing.
  • Coordinate with the QS team to consolidate the commercial submission and ensure the technical and priced documents align.
  • Maintain and update the mechanical cost database, historical rates, and supplier registry.
  • Carry out contract handover from tender to project team, including scope, budget, assumptions, and identified risks.
  • Administer the mechanical portion of the contract: review site instructions, RFIs, and change orders; assess time and cost implications.
  • Prepare, substantiate, and negotiate variation orders, claims, and extension of time submissions with supporting documentation.
  • Support monthly progress billing and valuation of accomplished works; verify subcontractor billings against actual accomplishment.
  • Monitor budgeted versus actual cost for mechanical packages; flag overruns early and recommend corrective action.
  • Prepare, award, and administer subcontractor and supplier packages; ensure back-to-back terms with the main contract.
  • Review shop drawings, material submittals, and equipment technical data for compliance with specifications and codes.
  • Coordinate with site teams on installation issues, interface clashes, and testing and commissioning activities.
  • Manage project close-out: final account settlement, punchlist resolution, as-built documentation, O&M manuals, warranties, and turnover.
  • Maintain a full audit trail of correspondence, notices, and contractual records.

About the Role

We are looking for a licensed Senior Mechanical Engineer to take ownership of the mechanical scope across the full project lifecycle — from bid preparation and technical costing through to contract administration, variation management, and project close-out.

This is a dual pre-contract and post-contract role. You will price the work, then see it through: the same engineer who builds the tender assumptions carries them into execution, which means better cost discipline and fewer scope gaps. You will work closely with the Quantity Surveying, Design, and Project Management teams, and interface directly with clients, consultants, subcontractors, and suppliers.
