Job summary

Innoland Development Corporation, Cebu City, seeks a qualified Quantity Surveyor to manage the contractual and financial aspects of 1-2 construction projects and assist the Sr. Quantity Surveyor.

The role requires a BS in Architecture or Engineering, 5+ years in quantity surveying, strong cost estimation/analysis skills, and proficiency in AutoCAD and MS Office. Collaboration with the Commercial Manager is essential.

Qualifications

• BS in Architecture or BS Engineering with CE/ME/EE preferred.
• Minimum 5 years’ experience in Quantity Surveying.
• Adept in cost estimation and cost analysis (CSA or MEFPS).
• Proficient in AutoCAD and MS Office Applications.
• Excellent written and verbal communication skills.

Responsibilities

• Review and prepare tender documentation for all MEPFS work packages, ensuring scope and terms are well defined.
• Review and prepare commercial bid evaluations and finalize recommendations with the Project Manager.
• Facilitate the project’s RFP/bidding process in line with company policies.
• Ensure MEPFS materials have proper item codes and align with the coding structure.
• Monitor requests and convert them to PO/JO/Contract as applicable.
• Prepare fit-out bid proposals for clients/tenants.
• Ensure collectibles from Fit-out clients are billed and collected.
• Review work valuation for payments to contractors/sub-contractors and recommend approvals.
• Review/prepare MEPFS work packages contracts and variations.
• Facilitate reconciliation of MEPFS variation claims with contractors.
• Review endorsed reconciled contract variations for processing.
• Verify bonds and insurances per contract/work package.
• Ensure budget allocations for endorsed requests and proper WBS/charge codes.
• Review reconciled project committed and expended costs.
• Prepare project cost forecasting and updated cash flow.
• Monitor project closeout per contract/work package and issue quit claims/warranty certificates.
• Prepare and submit monthly financial reports and contract variation/close-out reports.
• Assist Sr. Quantity Surveyor and Commercial Manager in tasks and deliverables.

JOB SUMMARY:

Responsible for managing all aspects of the contractual and financial side of 1-2 Construction project and assisting the Sr. Quantity Surveyor (SQS).

EDUCATION AND COMPETENCIES REQUIREMENTS:

DUTIES AND RESPONSIBILITIES:

• Review / Prepare Tender documentation for all MEPFS work packages making sure that the project requirement is well defined in terms of scope of work, following the standard Commercial terms and the Company’s general conditions of contract.
• Review / Prepare Commercial bid evaluation & finalize recommendation w/ the Project Manager.
• Facilitates the Project’s Request for Proposal (RFP) / Bidding process in compliance to company policies.
• Ensures that all MEPFS materials for procurement are with item codes in compliance to the item code naming structure.
• Monitors that all requests are converted to Purchase Order (PO) / Job Order (JO) / Contract
• Prepare Fit-out bid proposals to Clients / Tenants.
• Ensure that all collectibles from Fit-out clients are 100% billed and 100% collected.
• Review the work valuation for payment to Contractor / Sub-Contractor and make recommendation for approval to the Project / Section / Department Manager.
• Review / Prepare MEPFS work packages Contract Agreements.
• Review / Prepare the Evaluation of MEPFS Contract Variation Claims from Contractors/Sub-Contractors.
• Facilitates the reconciliation on MEPFS Variation Claims w/ the Contractor / Sub-Contractor.
• Review all MEPFS endorsed reconciled contract variations for processing.
• Ensures the validity of bonds & insurances per Contract / work package.
• Monitor and ensure that all endorsed requests (goods/services) have budget allocations.
• Ensures that all requests (goods/services) are captured / recorded to proper work breakdown structure (WBS) / Charge Codes.
• Review the reconciled Project’s Committed and Expended Cost.
• Review / Prepare Fit-out Project Cost Forecasting.
• Review / Prepare the updated Project Cash flow.
• Monitor and Review the Project Closeout implementation per contract / work package (quit claims, warranty certificate).
• Review / Finalize the Project’s Monthly Financial Report w/ the Project Manager.
• Review / Prepare & submit the monthly billing monitoring report.
• Review / Prepare & submit the monthly contract variation monitoring report.
• Review / Prepare & submit the quarterly financial close-out report.
• Assists in all tasks/deliverables of Sr. Quantity Surveyor (Supervisor) & Commercial Manager
