Oriental Consultants Philippines, Inc. is seeking an experienced Senior Quantity Surveyor to lead cost estimation, BOQ preparation, and cost management for highway and major infrastructure works in the Philippines.
You will review drawings, prepare detailed estimates, and coordinate with multidisciplinary teams to ensure accurate quantities and compliant costs. The role requires extensive experience (6-10 years minimum, with 15-20+ years preferred in highway projects) and proficiency in AutoCAD,
Bachelor’s Degree in Quantity Surveying, Civil Engineering, Construction Management, or a related field.
Professional license/certification in the relevant field is preferred or required, depending on the project requirements.
Minimum 6-10 years of relevant professional experience in quantity surveying, cost estimation, or cost management, preferably for highway, road, bridge, or major infrastructure projects.
Preferably 15-20+ years of professional experience, with substantial experience in highway and infrastructure projects.
Proven experience in quantity take-off, cost estimation, BOQ preparation, and construction cost management.
Experience with highway and road works, including earthworks, pavement, drainage, structures, bridges, retaining structures, and related civil works.
Familiarity with DPWH standards, specifications, cost estimation procedures, and applicable Philippine construction practices.
Knowledge of FIDIC or other international contract conditions is an advantage, particularly for foreign-funded projects.
Proficiency in AutoCAD, Excel, and quantity surveying/cost estimation software.
Ability to interpret and review engineering drawings, technical specifications, and design documents.
Experience in both local and international infrastructure projects is an advantage.
Strong analytical, numerical, organizational, communication, and report-writing skills.
Prepare quantity take-offs and detailed cost estimates for highway, road, bridge, and related infrastructure works.
Prepare, review, and validate the Bill of Quantities (BOQ) based on approved engineering designs and specifications.
Review engineering drawings, design plans, specifications, and other technical documents to ensure accurate quantity measurements.
Develop and maintain cost estimates and cost databases for various project components.
Assist in preparing Engineer’s Estimates, tender documents, and other cost-related documents.
Analyze construction quantities and costs for earthworks, pavement, drainage, bridges, structures, utilities, and other highway components.
Review and verify quantities submitted by contractors and/or other project consultants.
Assist in evaluating variation orders, change orders, claims, and additional works, including their cost implications.
Monitor project costs against the approved budget and cost estimates and identify significant cost variances.
Provide quantity and cost information to support design development and value engineering.
Coordinate with Highway, Structural, Geotechnical, Hydrology/Drainage, Utilities, and other engineering disciplines to ensure consistency of quantities and cost estimates.
Review contractors’ progress claims, payment applications, and supporting quantity measurements, when required.
Assist in the preparation of monthly cost reports, financial forecasts, and project cost monitoring reports.
Participate in design review meetings, technical coordination meetings, tender evaluations, and contract-related discussions.
Ensure that quantity surveying and cost management activities comply with project requirements, applicable standards, and contractual provisions.
Maintain proper records of quantity calculations, estimates, BOQs, variations, claims, and other cost-related documents.
Provide technical advice to the Project Manager/Team Leader and other members of the project team on quantity and cost-related matters.
Perform other related duties and responsibilities as may be assigned by the Project Manager/Team Leader.
