Job summary

Oriental Consultants Philippines, Inc. is seeking an experienced Senior Quantity Surveyor to lead cost estimation, BOQ preparation, and cost management for highway and major infrastructure works in the Philippines.

You will review drawings, prepare detailed estimates, and coordinate with multidisciplinary teams to ensure accurate quantities and compliant costs. The role requires extensive experience (6-10 years minimum, with 15-20+ years preferred in highway projects) and proficiency in AutoCAD,

Qualifications

Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, or related field.
Professional license/certification in the relevant field is preferred or required depending on project requirements.
Minimum 6-10 years of relevant experience in quantity surveying, cost estimation, or cost management for highway and major infrastructure projects.
Preferably 15-20+ years of experience with highway/infrastructure projects.
Proven experience in quantity take-off, cost estimation, BOQ preparation, and construction cost management.
Experience with highway/road works including earthworks, pavement, drainage, bridges, and related civil works.
Familiarity with DPWH standards and international contract conditions (FIDIC advantageous).
Proficiency in AutoCAD, Excel, and QS/cost estimation software.
Ability to interpret and review engineering drawings, technical specs, and design documents.
Experience in local and international infrastructure projects is an advantage.

Responsibilities

Prepare quantity take-offs and detailed cost estimates for highway, road, bridge, and related infrastructure works.
Prepare, review, and validate the BOQ based on approved engineering designs and specifications.
Review engineering drawings, design plans, specifications, and other technical documents to ensure accurate quantity measurements.
Develop and maintain cost estimates and cost databases for various project components.
Assist in preparing Engineer’s Estimates, tender documents, and other cost-related documents.
Analyze construction quantities and costs for earthworks, pavement, drainage, bridges, structures, utilities, and other highway components.
Review and verify quantities submitted by contractors and other project consultants.
Assist in evaluating variation orders, change orders, claims, and additional works including their cost implications.
Monitor project costs against the approved budget and cost estimates and identify significant variances.
Provide quantity and cost information to support design development and value engineering.
Coordinate with Highway, Structural, Geotechnical, Hydrology/Drainage, Utilities, and other disciplines.
Review contractors’ progress claims, payment applications, and supporting quantity measurements when required.
Assist in the preparation of monthly cost reports, forecasts, and project cost monitoring reports.
Participate in design review meetings, technical coordination meetings, tender evaluations, and contract discussions.
Ensure quantity surveying and cost management activities comply with project requirements and contractual provisions.
Maintain records of quantity calculations, estimates, BOQs, variations, claims, and cost-related documents.
Provide technical advice to Project Manager/Team Leader and other team members on quantity and cost-related matters.
Perform other related duties as assigned by the Project Manager/Team Leader.
