Job Role

The Overseas Procurement Manager will serve as the primary regional lead responsible for carrier resource acquisition, commercial negotiation, cost optimization, and telecom partnership management across the Philippines and Southeast Asia. This role requires a highly independent professional capable of building and managing strategic relationships with telecom operators, aggregators, and wholesale communication providers.

The position involves overseeing end-to-end procurement activities for SMS and voice communication routes, handling carrier negotiations, monitoring regional market trends, and ensuring operational stability across multiple communication channels. The ideal candidate will combine strong telecom industry expertise, commercial negotiation capability, and regional operational understanding within the cloud communications ecosystem.

Key Responsibilities

• Identify, develop, and onboard telecom operators, wholesalers, and aggregators across Southeast Asia for SMS and voice communication resources.
• Lead commercial negotiations to secure competitive pricing structures and optimize procurement costs.
• Build and maintain long-term relationships with telecom carrier partners and key stakeholders.
• Oversee the complete procurement lifecycle, including sourcing, technical coordination, contract management, pricing adjustments, and performance evaluation.
• Monitor telecommunications market trends, pricing movements, and regulatory developments across regional markets.
• Coordinate with technical and operational teams to resolve route delivery issues, traffic disruptions, and communication quality concerns.
• Ensure all communication routes and operational activities comply with regional telecommunications regulations and anti-spam policies.
• Support cross-border operational initiatives and regional business expansion strategies.
• Prepare operational reports, procurement analysis, and market intelligence updates for management review.
• Collaborate with international stakeholders and regional teams to improve procurement efficiency and operational performance.

Requirements

• Bachelor\'s degree in Telecommunications Engineering, Computer Science, Business Administration, International Trade, or related disciplines.
• Minimum 3 years of managerial or strategic procurement experience strictly within the telecommunications carrier industry.
• Proven experience handling wholesale telecom procurement, carrier partnerships, or business development related to SMS, OTP, or voice communication services.
• Strong network and active professional relationships with telecom operators and carrier industry stakeholders.
• Deep understanding of A2P SMS routing, cloud communications infrastructure, OTP systems, and voice termination operations.
• Strong commercial negotiation skills with experience handling high-value contracts and cost optimization initiatives.
• Familiarity with Southeast Asian telecommunications regulations, operator compliance frameworks, and communication filtering systems.
• Strong analytical, operational, and problem-solving capabilities within telecom-related environments.
• Highly independent, proactive, and capable of operating effectively within hybrid and cross-border working environments.
• Strong cross-cultural communication skills with experience working in international and matrix organizations.
• Excellent English communication skills, both written and verbal, along with native local language proficiency.
