Job summary

PT Talenta Eksekutif Asia is seeking an Overseas Procurement Manager to lead carrier resource acquisition and negotiations across the Philippines and Southeast Asia. The role requires independent, strategic thinking and strong relationships with telecom operators, aggregators, and wholesale providers.

The successful candidate will oversee end-to-end procurement for SMS and voice routes, monitor market trends, ensure regulatory compliance, and drive cost optimization and operational stability

Qualifications

• Bachelor’s degree in a relevant field as listed.
• Minimum 3 years of strategic procurement experience in telecom carrier industry.
• Experience with wholesale telecom procurement or carrier partnerships.
• Strong network with telecom operators and stakeholders.
• Understanding of A2P SMS routing, cloud communications, OTP, and voice termination.

Responsibilities

• Identify and onboard telecom operators, wholesalers, and aggregators in SEA for SMS and voice resources.
• Lead commercial negotiations to secure competitive pricing and optimize costs.
• Build and maintain relationships with telecom carrier partners and stakeholders.
• Manage full procurement lifecycle: sourcing, coordination, contracts, pricing, performance.
• Monitor market trends, pricing, and regulatory developments across regional markets.
• Coordinate with technical teams to resolve route issues and maintain quality.
• Ensure compliance with regional telecom regulations and anti-spam policies.
• Support cross-border initiatives and regional business expansion.
• Prepare procurement analyses and market intelligence for management.
