About the role
The Project & Portfolio Management Excellence Consultant is responsible for establishing and institutionalizing a practical Project and Portfolio Management (PPM) system for GoGBS. The role will create a clear line of sight from strategy to execution: OGSM to Annual Goals/Priorities to Portfolio to Programs/Projects, so leadership and teams have consistent transparency, accountability, governance, and decision-making across initiatives. Over the six-month engagement, the consultant will design the framework, build the standards and tools, pilot them on live initiatives, drive adoption, and transfer ownership to Finance Portfolio Manager and designated internal owners. The role is expected to establish the system and ways of working, rather than serve as the permanent project manager for all initiatives or make business prioritization decisions on behalf of leaders.
Key responsibilities
- Design the end-to-end PPM operating model that connects OGSM, annual goals/priorities, portfolios, programs, projects, and benefits realization
- Define the portfolio hierarchy, initiative taxonomy, ownership model, and minimum information required to create a single view of strategic initiatives
- Establish practical demand/intake and prioritization practices based on strategic alignment, business value, urgency, risk, dependencies, and resource considerations
- Clarify accountabilities and decision rights across sponsors, portfolio owners, program/project leads, delivery teams, and governance forums
- Establish fit-for-purpose governance standards, project lifecycle expectations, decision gates/checkpoints, escalation thresholds, and delivery controls
- Define standard management cadences and forums, including portfolio reviews, program/project reviews, steering committees, delivery reviews, retrospectives, and post-implementation reviews
- Create a decision framework for selecting Agile, Waterfall, Hybrid, or lightweight delivery approaches
- Develop practical standards and templates such as initiative briefs/business cases, project charters, roadmaps, milestone plans, RAID and dependency logs, decision logs, status reports, benefit trackers, and closure/lessons-learned artifacts
- Design and implement an MVP portfolio/project dashboard using available tools, with clear definitions for status, milestones, risks, dependencies, benefits, and overall portfolio health
- Apply the framework to selected live programs/projects and work directly with sponsors and delivery leads to test the standards, cadences, templates, and dashboard
About you
- Demonstrated experience building, transforming, or significantly improving a PMO / Project & Portfolio Management capability, not only managing individual projects
- Strong experience in project, program, and portfolio management, with the ability to translate strategy into a governed portfolio of initiatives
- Practical knowledge of Agile, Waterfall, and Hybrid delivery approaches and the judgment to apply them based on context
- Experience designing governance models, project standards, operating cadences, templates, portfolio reporting, and executive dashboards
- Ability to facilitate prioritization, governance, and executive decision-making discussions with senior stakeholders
- Strong change and adoption capability, including coaching project/program leads and enabling non-PM initiative owners to apply consistent practices
- Strong analytical, problem-solving, stakeholder management, and executive communication skills
- Comfort working with portfolio data and reporting tools such as Excel, Power BI, or equivalent project/portfolio management platforms
- Experience in Global Business Services (GBS), shared services, enterprise transformation, or similarly complex multi-functional environments (preferred)
- Relevant professional certification such as PMP, PRINCE2, PMI-ACP, Scrum/Agile, SAFe, or equivalent (preferred)
