The Project Manager – Power, Mining & Construction is a degree-qualified electrical engineer who manages Client’s projects remotely from Manila across three streams: power generation and electrical infrastructure, mining and resources, and general construction – the electrical, fire, hydraulic and communications building services packages on commercial, government, industrial and residential buildings. The role plans and controls each project from award to handover, and prepares the engineering and project-specific documents that Client’s site teams build, test and commission to – including Inspection & Test Plans, project management and quality plans, method statements, commissioning procedures and handover documentation. The role combines project management with power engineering (AutoCAD and BIM, with power system studies where a project requires them), and reports project performance to the Operations Manager – Projects & Mining.
Review the awarded contract, scope, drawings and tender allowances, and set up the project budget, program and resource plan.
Plan procurement and logistics for imported and long‑lead electrical equipment into Papua New Guinea, including expediting and factory acceptance test arrangements.
Provide technical and pricing input to tenders for power, mining and general construction work, reviewing scope, risk and exclusions before submission.
Maintain the project program in MS Project, track progress against milestones using site reports, photos and records, and plan recovery of delays with the site supervisor.
Run regular remote project meetings with site teams, clients, consultants and suppliers, and issue minutes and action lists.
Develop project‑specific Inspection & Test Plans (INS 005) for each work package – for example generator sets, transformers and switchboards on power projects, and LV distribution, lighting, fire detection, hydraulics and communications on general construction projects – with hold and witness points, acceptance criteria and referenced standards.
Prepare inspection and test sheets, pre‑commissioning and commissioning procedures, energisation plans and the test records the site team completes.
Review completed ITPs and test records from site, close out non‑conformances, and compile the quality records for handover.
Prepare the Project Management Plan, Project Quality Plan, document and drawing registers, risk registers and other project‑specific documents required by the contract.
Draft method statements and support the site team’s SWMS (SWMS 001), Job Hazard Analyses (RISK 001) and permit requirements (PTW 001–007) with the technical content for each task.
Prepare and submit client submittals, RFIs, technical queries and transmittals, and keep them tracked to close‑out.
Compile O&M manuals, as‑built drawings, test certificates and warranties for handover, and complete the Project Completion and Lessons Learned Report (MGMT 001).
Act as technical lead for power generation and HV/MV/LV distribution, including diesel and gas generation, synchronisation and load sharing, substations, transformers, switchboards, MCCs, earthing and protection.
Provide engineering oversight of general construction building services packages – LV distribution, lighting and power, fire detection and suppression, hydraulics and communications – coordinating with Client’s fire, hydraulic and communications teams.
Review and approve vendor documentation, specifications, shop drawings and technical submittals.
Where a project requires it, run or coordinate load flow, short circuit, arc flash, protection coordination, cable sizing and motor starting studies (e.g. ETAP or PowerCAD), and issue protection settings to site.
Review studies prepared by consultants and vendors.
Produce and check electrical drawings in AutoCAD, including single‑line diagrams, general arrangements, cable routes and schedules, schematics and earthing layouts.
Develop and coordinate BIM models (Revit, Navisworks) and run multi‑discipline class detection before issue for construction.
Ensure designs comply with AS/NZS 3000, AS/NZS 3008.1, AS 2067, AS/NZS 61439, AS 1670.1, AS 2118.1, AS/NZS 3500, relevant IEC standards, the PNG building regulations, Papua New
Guinea regulatory requirements and client and mining specifications.
Manage the project budget and margin; prepare monthly cost‑to‑complete forecasts and reports for the Operations Manager.
Administer the head contract and subcontracts, including notices, variations, extensions of time and progress claims, within contractual time bars.
Raise, recommend, and approve purchase orders and subcontract payments within the role’s delegated approval limit and recommend anything above that limit to the Operations Manager for approval.
Keep all project records in Client systems (Microsoft 365, Levesys and the Client Integrated
Management System) so the site team and management work from current information.
